Position Overview

William W. Professional Staffing LLC is seeking an experienced Business Analyst to support a large-scale public-sector modernization initiative involving integrated eligibility, enrollment, case management, and payment systems for health and human service programs.

The Business Analyst will collaborate with subject-matter experts, business stakeholders, and technical teams to gather requirements, analyze business processes, document system needs, and support the delivery of complex technology solutions.


Key Responsibilities

  • Conduct requirements-gathering sessions with business stakeholders, subject-matter experts, and technical teams.
  • Analyze business needs, operational processes, legacy-system logic, and complex business rules.
  • Identify, document, validate, and manage business, functional, and system requirements.
  • Translate stakeholder needs into clear requirements for development and technical teams.
  • Develop As-Is and To-Be business-process documentation.
  • Create process flows, user stories, wireframes, functional specifications, and related requirements documentation.
  • Identify process gaps and recommend practical improvements.
  • Support continuous integration, deployment, testing, and implementation activities.
  • Collaborate with other business analysts on requirements development and validation.
  • Participate in stakeholder meetings, requirements workshops, and solution-review sessions.
  • Evaluate solution options and prepare recommendations for best-fit technology based on documented requirements.
  • Ensure proposed solutions align with organizational goals and project objectives.
  • Perform additional project-related responsibilities as assigned.


Mandatory Qualifications

Candidates must meet all of the following requirements:

  1. Between four and seven years of professional experience as a Business Analyst.
  2. Between four and seven years of client-focused business and requirements-analysis experience, including:
    • Working as part of a Business Analyst team.
    • Conducting requirements-gathering sessions.
    • Analyzing gathered requirements.
    • Identifying, documenting, and validating system requirements.
    • Supporting continuous integration and deployment.
    • Preparing recommendations for best-fit technology based on elicited requirements.
  3. At least two years of experience supporting an Integrated Eligibility System program, including multiple workstreams and direct experience with Child Support in a health and human services environment.


Preferred Qualifications

  • Four to seven years of experience identifying, documenting, and validating system requirements across multiple agencies.
  • Experience supporting a modernization initiative involving the extraction and documentation of legacy-system logic and business rules.
  • Strong knowledge of the Human Services Child Support domain.
  • Four to seven years of experience conducting business-process analysis and optimization.
  • Experience documenting As-Is processes and proposing To-Be processes for web-based, client-facing applications.
  • Four to seven years of experience creating process flows, user stories, wireframes, functional specifications, and other requirements documentation.
  • Experience following established documentation standards and templates.
  • Experience using Blueprint or a comparable requirements-management platform.
  • Strong analytical, documentation, communication, facilitation, and stakeholder-management skills.


Work Arrangement

This position may be eligible for telecommuting for more than 50% of scheduled work hours, potentially including 100% remote work. Telecommuting requires manager approval and may change based on program needs.

Consultants approved for 100% remote work must:

  • Attend monthly in-person meetings at the Albany office.
  • Attend major milestone meetings in person when required.
  • Remain available for additional on-site participation based on program needs.

Candidates must be able and willing to meet these attendance requirements.

  • Availability for the anticipated October 4, 2026 start date.
  • Ability to attend required meetings in Albany, New York.
