Position Overview
We are seeking an accomplished Lead Business Analyst to support a large-scale public-sector modernization initiative involving integrated eligibility, enrollment, case management, and payment systems for health and human service programs.
The successful candidate will bring extensive experience analyzing complex business rules, translating stakeholder needs into functional and system requirements, and guiding cross-functional teams through major technology initiatives. This position requires a strong understanding of integrated eligibility systems and direct experience supporting Child Support workstreams within a health and human services environment.
Key Responsibilities
- Lead requirements-gathering sessions with business stakeholders, subject-matter experts, technical teams, and program leadership.
- Analyze complex business processes, policies, rules, legacy systems, and functional requirements.
- Elicit, document, validate, and manage business, functional, and system requirements.
- Develop As-Is and To-Be process flows, user stories, functional specifications, wireframes, and supporting documentation.
- Identify gaps, risks, dependencies, and opportunities for process improvement.
- Translate business needs into clear, actionable requirements for technical teams.
- Evaluate solution options and recommend best-fit technology approaches based on documented requirements.
- Support continuous integration, deployment, system testing, implementation, and modernization activities.
- Facilitate stakeholder meetings, requirements workshops, workgroups, and solution-validation sessions.
- Collaborate with business analysts, developers, architects, project managers, quality-assurance teams, and program leaders.
- Ensure proposed solutions align with organizational objectives, program requirements, and stakeholder expectations.
- Provide leadership, guidance, and quality oversight to other business analysts.
- Perform additional project-related responsibilities as assigned.
Mandatory Qualifications
Applicants must meet all of the following requirements:
- More than seven years of experience working on complex technology projects, including at least two years in a leadership role as a Business Analyst.
- At least seven years of client-focused business and requirements-analysis experience, including:
- Working as part of a business analysis team.
- Conducting requirements-gathering sessions.
- Analyzing and documenting gathered requirements.
- Identifying, documenting, and validating business and system requirements.
- Supporting continuous integration and deployment activities.
- Preparing recommendations for best-fit technology solutions based on elicited requirements.
- At least two years of experience working on an Integrated Eligibility System program, including experience with multiple workstreams and Child Support within a health and human services environment.
Preferred Qualifications
- Seven or more years of experience eliciting, documenting, and validating business and system requirements for large-scale modernization projects.
- Demonstrated experience analyzing legacy systems, complex business rules, and functional domains.
- Strong experience within the Human Services Child Support domain.
- Seven or more years of experience conducting business-process analysis and preparing requirements documentation.
- Experience developing As-Is and To-Be process flows, user stories, functional specifications, and wireframes.
- Experience using Blueprint or comparable requirements-management tools.
- Seven or more years of experience facilitating stakeholder meetings and workgroups.
- Experience validating proposed solutions and supporting web-based, client-facing applications.
- Strong written, verbal, analytical, facilitation, and stakeholder-management skills.
Work Arrangement
This position may be eligible for telecommuting for more than 50% of scheduled work hours, potentially including 100% remote work. All telecommuting arrangements require manager approval and may change based on program needs.
Consultants approved for 100% remote work must:
- Attend monthly in-person meetings at the Albany, New York office.
- Attend major milestone meetings in person when required.
- Remain available for on-site participation based on program needs.
