The Executive Director will be legally and operationally responsible for the day-to-day administration of the agency, leading strategic development, ensuring strict regulatory compliance, and fostering an environment that empowers individuals with intellectual and developmental disabilities (I/DD).

Core Responsibilities
  • Strategic Leadership: Lead the design, development, and implementation of strategic plans aligned with provider goals and state regulations.
  • Daily Operations: Maintain full responsibility for the day-to-day operations, safety, and service delivery of the provider organization.
  • Financial Management: Oversee the development, implementation, and rigorous maintenance of the agency’s annual budget.
  • Policy & Compliance: Develop, review, implement, and revise organizational policies and procedures to ensure continuous compliance with Kentucky Administrative Regulations (KAR).
  • Workforce Management: Supervise, mentor, and evaluate staff performance, conducting formal performance evaluations and managing personnel actions.
  • Clinical & Professional Oversight: Provide professional oversight and supervision of employees, ensuring all service-specific supervisory qualifications are met across programs.
Requirements:

Job Requirements (Per State Regulation)

To be considered for this role, candidates must meet the following statutory criteria:

1. Education (Must meet at least one):
  • A Bachelor’s degree or higher from an accredited college or university; OR
  • Be a licensed Registered Nurse (RN) in the state of Kentucky.
2. Mandatory Experience:
  • A minimum of two (2) years of experience working directly in the field of intellectual or developmental disabilities (I/DD).
  • A minimum of two (2) years of administrative/management experience within an organization that serves individuals with I/DD. This experience must explicitly include:
    • Budget development, implementation, and maintenance.
    • Policy and procedure formulation, review, and revision.
    • Direct employee supervision and performance evaluations.
3. Compliance & Training:
  • Must meet all state-mandated personnel, background check (KARES fingerprinting/registries), and training requirements prior to or upon hire.
  • If providing direct professional oversight to specialized staff, candidate must meet the specific supervisory qualifications dictated by the state for each respective service.
Preferred Qualifications
  • Strong understanding of Medicaid Waiver reimbursement structures, billing, and state audit processes.
  • Excellent communication and advocacy skills within the I/DD community.
