Job Description
PURPOSE:
\t- This scope of work is for Web Applications Programmer services for the development of new, and conversion of existing, radiation-related data systems and applications for the Florida Department of Health, in accordance with the terms and conditions of this Scope of Work and State Term Contract # 80101507-23-STC-ITSA Staff Augmentation, 2630: Web Applications Programmer (B. Intermediate), 1 Team Leader, 8220.
\t
\tTERM:
\t- This scope of work will begin on 7/1/2026 or the date on which the purchase order is issued, whichever is later. It will end at midnight, Eastern Time on 6/30/2027. The State of Florida's performance and obligation to pay under this purchase order and any subsequent renewal is contingent upon annual appropriation by the Legislature and satisfactory performance of the Contractor.

\tCRIMINAL BACKGROUND SCREENING:
\t- The Department will conduct a criminal history record check, including fingerprinting, on the consultant assigned by the Contractor prior to the consultant commencing work for the Department. The Department retains sole discretion as to whether the results of the criminal history record check will result in the Contractor's employee being disqualified from performing services pursuant to this agreement.
\t
\tCONTRACTOR QUALIFICATIONS AND EXPERIENCE:
\t- Contractor staff assigned to this agreement must possess the following minimum qualifications and experience:
\tEDUCATION:
\t- Master's degree in computer science.
\t
\tAPPLICATION DEVELOPMENT RELATED EXPERIENCE At least 4 years of experience with Application and Business Requirements Analysis.
\t- At least 4 years of experience with C#.
\t- At least 4 years of experience with Microsoft Visual Studio .NET.
\t- At least 4 years of experience with Microsoft Azure DevOps.
\t- At least 4 years of experience with .NET Web Application Development in ASP.NET MVC using VB.NET, C# and Javascript.
\t- At least 3 years of experience applying LINQ and Entity Framework for data modeling, query optimization, and business logic implementation within enterprise application development.
\t- At least 10 months experience modernizing legacy Visual FoxPro applications, including analyzing existing VFP code, extracting business logic, redesigning workflows, and rebuilding modules using modern .NET and SQL Server technologies.
\t- At least 10 months experience building applications using WPF with MVVM architecture, including creating XAML-based UI layouts, implementing view models in C#, and integrating databinding, commands, and application services.
\t
\tSQL RELATED EXPERIENCE:
\t- At least 4 years of experience with Microsoft SQL Server Database.
\t- At least 4 years of experience with SQL programming inclusive of stored procedures, functions, triggers, DTS packages, and scheduled jobs.
\t- At least 4 years of experience with data design/modeling and performance tuning.
\t- At least 4 years of experience with SQL relational databases.
\t
\tQUALITY ASSURANCE RELATED EXPERIENCE:
\t- At least 4 years of experience writing test cases / scripts.
\t- At least 4 years of experience with determining and documenting user requirements.
\t
\tMISCELLANEOUS EXPERIENCE:
\t- At least 2 years of experience utilizing TEAMS, and/or webinar tools.
\t- At least 4 years of experience with designing, coding, testing & maintaining government software.
\t- At least 10 months of experience with analyzing and mapping business processes used for the licensure, registration and regulation of sources of radiation.
\t- At least 10 months of experience with designing and coding of applications used for the licensure, registration and regulation of sources of radiation.
\t- At least 10 months of experience with Laserfiche document imaging systems and workflows.
\t- At least 10 months of experience with analyzing and converting legacy data systems into client server applications using C# and SQL.
\t
\tCONTRACTOR RESPONSIBILITIES:
\tSERVICE TASKS:
\t- Contractor will perform the following tasks in the time and manner specified:
\tDESIGN:
\t- Meet with stakeholders to analyze and map business processes and document findings, weekly or as directed by the Department.
\t- Meet with the Department project team and other Department staff to manage assigned tasks and deliverables, weekly or as directed by the Department.
\t- Perform research to determine recommended plan for correcting issues or implementing proposed modifications, and document findings, weekly or as directed by the Department.
\t
\tDEVELOPMENT:
\t- Write code, stored procedures, and SQL queries to perform system functions, weekly or as directed by the Department.
\t- Write user help documentation, weekly or as directed by the Department.
\t
\tINTEGRATION AND TESTING:
\t- Develop a test plan for each assignment to meet user-defined requirements upon completion of all work, weekly or as directed by the Department.
\t- Perform testing on system changes by executing test scenarios, and documenting the test results, defects, and resolution of defects, weekly or as directed by the Department.
\t- Perform user acceptance testing (UAT) with the Department business program staff prior to a promotion of code to the Production environment, weekly or as directed by the Department.
\t
\tINSTALLATION AND DEVELOPMENT:
\t- Promote code modifications from the developer's Local Environment into the Development Environment, weekly or as directed by the Department.
\t- Promote code modifications from the Development Environment into the Test Environment, weekly or as directed by the Department.
\t- Promote code modifications from the Test Environment into the Production Environment, weekly or as directed by the Department.
\t
\tMAINTENANCE:
\t- Provide technical support for users experiencing technical difficulties by troubleshooting issues, performing research, making recommendations, and implementing the necessary fixes to resolve the issue, weekly or as directed by the Department.
\t- Perform regular maintenance tasks and complete duties, weekly or as directed by the Department
\t
\tREPORTING:
\t- Provide analytical research and complete tasks, weekly or as directed by the Department.
\t- Correspond (verbally and in written formats) with Department project teams and internal stakeholders regarding project activities, deliverables, and status, weekly or as directed by the Department.
\tDATA SECURITY AND CONFIDENTIALITY TASK:
\t- The Contractor, its employees, subcontractors, and agents must comply at all times with all Department data security procedures and policies in the performance of this scope of work as specified in the Data Security and Confidentiality document attached to the purchase order.
\t
\tDELIVERABLES:
\t- Contractor will complete and submit the following deliverables to the Department in the time and manner specified:
\t- Monthly: Provision of Web Applications Programmer services in the time and manner specified
\t
\tMETHOD OF PAYMENT:
\t- A purchase order will be issued to the Contractor.
\t- The method of payment for this purchase order is unit rate.
\t- The Contractor will not receive payment in advance for goods or services described in this scope of work.
\t- The Contractor must submit an invoice monthly that provides a detailed accounting of the deliverables performed during the invoice period for which payment is being requested..
\t- Produce detailed accounting of hours worked by tasks, weekly or as directed by the Department.
\t- All invoices must be submitted via email to [email protected] which contain a detailed accounting of the deliverables performed during the invoice period for which payment is being requested.
\t- The Contractor is responsible for the performance of all tasks and deliverables contained in this scope of work.
\t
\tPERFORMANCE MEASURES AND FINANCIAL CONSEQUENCES:
\t- All deliverables and related tasks must be completed 100% as specified. Failure to satisfactorily complete or submit a deliverable in the time and manner specified will result in a financial consequence as indicated below:
\t- Failure to complete and submit Deliverable 6.2.1. in the time and manner specified will result in a payment reduction equal to 15 percent of the total monthly invoiced amount.
\t- Failure to comply with Task 6.1.7, DATA SECURITY AND CONFIDENTIALITY will result in a payment reduction equal to 15 percent from the total monthly invoiced amount for each month the Contractor is not in compliance.
