About the Role
The Harrison County General Health District is seeking a highly organized, professional, and adaptable Vital Statistics Registrar/Secretary. This role provides central administrative and front-desk support for all health department programs, serving as the primary point of contact for the public.
The ideal candidate will excel at multi-tasking across agency divisions, managing vital statistics records, providing clerical support for Environmental Health programs, and assisting Nursing operations with clinical scheduling and billing preparation.
Key Responsibilities
- Vital Statistics & Front Desk Operations: Process, issue, and maintain birth and death certificates, generate monthly transmittal reports, manage front-desk reception, answer and route calls, collect and receipt fees, and handle incoming/outgoing mail.
- Environmental Health Support: Provide intake and application completeness verification for food, septic, water, pool, campground, and nuisance programs. Perform data entry into HealthSpace software, process licenses/permits, generate mailings and monthly transmittals, and log animal bite reports.
- Nursing & Clinical Support: Handle incoming clinical calls, schedule client appointments, prepare medical billing paperwork, and maintain clinical records following HIPAA guidelines.
- General Administrative Support: Assist leadership with Board of Health meeting packet assembly, monthly reports, annual reports, accreditation document organization, and public health emergency preparedness efforts.
- Cross-Divisional Adaptability: Carry out administrative tasks across all agency divisions and adapt positively to shifting daily operational needs.

Minimum Qualifications
· High school diploma or GED equivalent.
· 1–2 years of clerical, administrative, medical office, or customer service experience.
· Valid driver’s license and ability to maintain insurability under district policy.
· Basic computer proficiency, including familiarity with Microsoft Word, Excel, and email.
· Ohio Notary Public commission (or ability to obtain within 6 months of hire).
· Excellent communication, interpersonal, and customer service skills.
Preferred Qualifications
· Experience in public health, municipal government, or medical office settings.
· Experience with clinical appointment scheduling, medical billing preparation, or health insurance verification.
· Experience with cash handling, fee collection, and financial receipting.
· Experience entering data into specialized software systems (e.g., HealthSpace/OVRS).

Job Type: Full-Time (Non-Exempt)
Hours: Monday – Friday 8:00am until 4:00pm (40 hours per week), evenings and weekends as needed for community events or public health emergency response.
Pay Range: $17.68 – $24.75 / hour
