Role Summary
This role is the team's builder-and-deliverer: it produces the audit program's templates and workpapers, designs the blended (live, asynchronous, micro-learning) curriculum tiered by proficiency level, and personally facilitates the live sessions and workshops keeping content design and delivery in one accountable hand rather than split across three people.
Key Responsibilities
- Build the audit program's tools and templates: Audit Steps Template, Risk and Control Matrix, Self-Assessment Tools, Evidence Checklist, Testing Guide, Sampling Worksheet, and Reporting Template (Deliverable 6), each mapped to applicable standards.
- Design blended-learning curricula and tiered content (beginner/intermediate/advanced), including decks, facilitator guides, case studies, and hands-on exercises (Deliverable 3).
- Facilitate live instructor-led sessions, workshops, case studies, and working group sessions for Agency OIG staff across the enterprise, with materials and pacing tailored for small audit shops (fewer than five internal auditors).
- Design pre- and post-assessment instruments to measure auditor readiness, feeding the quarterly training impact reports.
- Conduct periodic reviews of the audit program and toolkit to keep pace with evolving frameworks.
- Deliver all templates, tools, and training materials in final, editable form.
Required Qualifications
- Active CISA or CISSP certification.
- Minimum 5 years developing audit work programs, templates, or workpapers in a government or regulated setting.
- Demonstrated experience designing and personally delivering technical or audit-related training to professional audiences.
- Working knowledge of NIST CSF and at least one control framework (ISO 27001, NIST 800-53A, COSO, or CIS Controls).
Preferred Qualifications
- CompTIA Security+ or CRISC certification.
- Experience designing tools and training for small or resource-constrained audit teams.
