SUMMARY

The 340B Pharmacy Manager oversees the administration, compliance, and optimization of the CTCLUSI 340B Drug Pricing Program across Three Rivers Health Center and affiliated service sites. This role ensures full adherence to HRSA regulations, maintains audit readiness, manages split billing and replenishment workflows, and collaborates with clinical, pharmacy, and administrative teams to maximize program value while protecting the Tribe from compliance risk. The 340B Pharmacy Manager serves as the organization’s subject matter expert for 340B operations, compliance, and reporting.

PRINCIPAL ACTIVITIES & RESPONSIBILITIES:

  • Administers the CTCLUSI 340B Program, ensuring compliance with HRSA, OPAIS, Apexus guidance, and Tribal policies.
  • Oversees 340B eligibility, patient definition validation, and compliant medication dispensing workflows.
  • Manages split billing software, accumulations, replenishment, and inventory segregation for in house pharmacy operations.
  • Conducts routine internal audits (monthly/quarterly) to monitor diversion, duplicate discount risk, and contract pharmacy compliance.
  • Prepares and maintains documentation for HRSA audits, including data validation, corrective action plans, and audit responses.
  • Coordinates 340B purchasing, wholesaler accounts, NDC management, and inventory reconciliation.
  • Collaborates with Pharmacy, Medical, Behavioral Health, Dental, and RCM teams to ensure compliant prescribing and encounter documentation.
  • Develops and maintains 340B policies, procedures, and compliance protocols for CTCLUSI Health Operations.
  • Provides staff training and education on 340B compliance, workflows, and regulatory updates.
  • Monitors financial performance of the 340B program, analyzes savings, and prepares monthly/quarterly reports for leadership.
  • Works with Finance to reconcile 340B savings, purchasing records, and contract pharmacy revenue.
  • Supports expansion of 340B services, including contract pharmacy onboarding, mobile health unit compliance, and new service line integration.
  • Maintains accurate documentation of audits, replenishment logs, software reports, and compliance activities.
  • Stays current with regulatory changes, manufacturer restrictions, and HRSA guidance.
  • Collaborates efficiently and effectively while consistently demonstrating professionalism and maintaining positive, respectful relationships with internal teams, external partners, and Tribal members.
  • Other duties as directed by management.

  • Requires full range of body motion including handling and lifting items, manual dexterity, and eye hand coordination.
  • Vision abilities required by this job include close vision and the ability to adjust focus.
  • May be required to push, pull, lift, and/or carry up to 40 pounds.
  • Must be able to sit and type for long periods of time.


WORKING CONDITIONS & ENVIRONMENT

  • May require working occasional nights and/or weekends.
  • Moderate noise level with frequent interruptions and distractions.
  • Work is performed in an office environment.
  • Must be willing and able to travel both locally and within the CTCLUSI service delivery area.

This position can be based out of any of our three main locations.

Requirements:

MINIMUM JOB REQUIREMENTS

  • Must be 21 years of age or older.
  • A bachelor's degree in Pharmacy, Healthcare Administration, Business, or related field – and – two (2) or more years of experience in pharmacy operations, 340B program management, compliance, or related work.
  • 340B Apexus Advanced Certification preferred or obtained within 12 months of hire.
  • Demonstrated in-depth knowledge of 340B regulations, HRSA guidance, diversion prevention, and duplicate discount mitigation.
  • Strong analytical skills to review claims, accumulations, audit findings, and financial reports.
  • Excellent verbal and written communication skills to collaborate with pharmacy, clinical, and administrative teams.
  • Proficient in split-billing software, EHR systems, pharmacy information systems, and wholesaler platforms.
  • Ability to prioritize tasks, manage time effectively, and adapt to changing operational demands.
  • Experience and proficiency in the use of Microsoft products (Excel, Outlook, PowerPoint, Word, etc).
  • Ability to communicate clearly and effectively in English, verbally, in writing or by other acceptable means.
  • This position is considered a non-covered role per the CTCLUSI Background Investigations Policy. A state criminal background check and fingerprint-based background check will be required as a condition of employment.
  • This position is subject to pre-employment and other authorized drug and alcohol testing in accordance with company policy.
  • Must have employment eligibility in the U.S.
