BizFirst is assisting our client with recruiting three (3) skilled and experienced Financial Analysts. These positions support the following program: Naval Special Warfare Group ONE (NSWG-1), MSOFS 2.0 Support Services, N7 Task Order, which provides budget and financial management, analysis, and reporting support for NSWG-1's Total Obligation Authority (TOA). The positions are 100% on-site at NSW Group ONE facilities in San Diego, CA and are contingent on task order award, with an anticipated start at the beginning of the base period on 30 September 2026.

Our client is a boutique consulting firm that employs consultants and professionals with unique skill sets to support the federal government with strategic execution, financial process enablement, IT systems, and Enterprise Resource Planning (ERP) software implementation.


What will you do

Perform budget and financial management, analysis, and reporting functions in support of NSWG-1's Total Obligation Authority (TOA). Working on-site and closely with NSW Group ONE staff and department heads, you will develop spend plans for annual and multi-year budget submissions, monitor budget execution, analyze execution trends and deliver data-driven recommendations to leadership, compile financial data from joint and service-level financial databases into recurring and ad-hoc budget reports, prepare budget exhibits on prescribed DoD templates, and analyze and process funding requests for fiscal compliance. This role suits a DoD budget professional who is intimately familiar with current military concepts and procedures and consistently delivers complete, accurate products within Command suspense dates.


Responsibilities:

• Develop spend plans to support annual and multi-year budget submissions in accordance with NSWG-1 timelines.

• Monitor budget execution to identify spending trends, potential shortfalls, or surpluses, ensuring the proper and legal use of funds.

• Analyze execution trends and deliver data-driven recommendations to leadership to ensure NSWG-1 meets established Command obligation targets.

• Compile financial data from joint and service-level financial databases to prepare recurring and ad-hoc budget reports. Deliverables must be complete, accurate, and submitted within established Command suspense dates.

• Prepare budget exhibits utilizing prescribed DoD templates, ensuring all supporting documentation provides sufficient justification to defend budget submissions.

• Analyze and process funding requests, verifying fiscal compliance (e.g., proper color of money, bona fide need rule) and assigning the correct financial accounting structure in accordance with local business rules.

• Work closely with NSW Group ONE staff and department heads to ensure completion of all assigned tasks, and draft reports, manage spreadsheets, and build briefings using Microsoft Office (Word, Outlook, Excel, and PowerPoint).


Requirements:

• Active SECRET security clearance at the start of the task order (U.S. citizenship required).

• Minimum four (4) years of specialized experience in DoD budget planning and formulation, or a related budget field, that equipped you with the knowledge, skills, and abilities to perform the duties of the position successfully.

• Financial Manager qualifications in accordance with the DoD Financial Management Certification Program Handbook (DoD FM Certification Program).

• Intimate familiarity with current military concepts and procedures.

• Valid U.S. driver's license, maintained throughout employment.

• Ability to operate standard Government-furnished IT equipment, including PCs, with demonstrated proficiency in Microsoft Office (Word, Outlook, Excel, and PowerPoint) to draft reports, manage spreadsheets, and build briefings.

• Ability to communicate clearly, concisely, and effectively, both orally and in writing, to facilitate seamless staff coordination and stakeholder engagement.

• Ability to work 100% on-site at NSW Group ONE facilities in San Diego, CA.

• Drug-free workforce compliance per DFARS 252.226-7003: pre-employment drug screening, random drug testing at least twice annually, and no use of any controlled substance (Schedules I through V of the Controlled Substances Act) while employed on this contract, regardless of state law.

Desired Skills

• DoD Financial Management Certification (Level II or higher).

• Prior experience in a Navy, USSOCOM, or Naval Special Warfare comptroller, resource management, or budget office, whether as a service member, DoD civilian, or contractor.

• Hands-on experience with DoD and Navy financial systems and databases used for budget execution and reporting (for example, Navy ERP, PBIS, or DAI).

• Experience preparing DoD budget exhibits and justification materials in support of the Planning, Programming, Budgeting, and Execution (PPBE) process, and briefing budget execution to senior leadership.
