In performance of their respective tasks and duties all employees of Lumbee Tribe of North Carolina are expected to conform to the following:
POSITION PURPOSE
The Site Housing Specialist will be responsible for the day-to-day management of Tribal low-income public housing units and the eligibility and recertification processes for unit occupants.
ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES
MINIMUM MANDATORY QUALIFICATIONS

Work environment:
The work environment characteristics described here are representative to those an employee encounters while performing the primary functions of this job. Normal office conditions exist, and the noise level in the work environment can vary from low to moderate. Limited overnight travel may be required from time to time.
Physical demands:
The physical demands described here are representative of those that must be met by an employee to successfully perform the primary functions of this job. While performing the duties of this job, the employee may be required to frequently stand, walk, sit, bend, twist, talk, hear and perform repetitive motions. There may be prolonged periods of sitting, keyboarding, reading, as well as driving or riding in transport vehicles. The employee must occasionally lift and/or move up to 50 pounds. Specific vision abilities required by this job include reading, distance, computer, and color vision. Talking and hearing are essential to communicate with clients, vendors, and staff.
Mental demands:
There are a number of deadlines associated with this position. The employee must be able to handle frequent interruptions and must also multi-task and interact with a wider variety of people on various and, at times, complicated issues.

POSITION PURPOSE
The Site Housing Specialist will be responsible for the day-to-day management of Tribal low-income public housing units and the eligibility and recertification processes for unit occupants.
ESSENTIAL DUTIES, FUNCTIONS, & RESPONSIBILITIES
- Assess and determine eligibility for occupants of units through pre-home visits for applicants based on established guidelines and communicate eligibility to applicants.
- Conduct home visits, orientations, annual recertification, interim rent adjustments and payment agreements.
- Communicate and counsel residents concerning the maintenance program, work order system, handle delinquent rent collections, security and other lease violations to include evictions.
- Conduct home visits on a quarterly basis.
- Handle and resolve resident issues and complaints in a timely manner.
- Investigate and advise residents of all incidents of violence, fire and storm damage with written reports.
- Promote a safe and decent community environment to residents through communication and coordination with Security Officers.
- Maintain regular office hours and the cleanliness of the site office.
- Prepare and maintain a weekly activity log and a monthly report for the Tribal Administrator.
- Participate in filing summary ejection paperwork and attend District Court proceedings for evictions for tenants.
- Attend meetings as designated by the Tribal Unit Housing Manager.
- Participate in orientation, training, and other personal and professional development related to assigned responsibilities.
- Other duties as assigned.
MINIMUM MANDATORY QUALIFICATIONS
Experience:
- Leasing of property and evictions is a plus.
- An equivalent combination of education, training and experience will be considered.
- Graduation from a two-year college in public administration, business administration, or closely related field.
- Must possess good communication skills, the ability to relate to diverse populations, computer skills and organizational skills.
- Positive working relations with both internal and external agencies and programs.
- Knowledge of the local, state and federal laws governing the public and other subsidized housing programs including health and fire regulations, and landlord/tenant relations.
- Must have a valid driver’s license.
