General Definition of Work
Performs difficult administrative work maintaining various finance and budget records, compiling reports, and related work as apparent or assigned. Work is performed under the limited supervision of the Director, Finance. Limited supervision is exercised over the Accounting Associate and Accounting Specialist.

Essential Functions
Supervises and schedules the work of personnel involved in payroll, accounts payable, fixed assets, capital projects and other areas of accounting procedures.
Performs maintenance on all general ledger accounts including account analyses and assists with the preparation and posting of monthly journal entries; approves all journal entries prepared by Accounting Associates and Accounting Specialists
Runs monthly budget reports for the Director, Finance for preparation of reports for the Board of Commissioners.
Assist with monitoring grant award financial activity and ensures contracts are properly recorded and maintained; provides support for grant audits and site visits.
Assists with yearly balancing and performing the soft close of the general ledger and the preparation of the annual budget and annual financial statements.
Prepares supporting documentation and schedules for the annual audit of County financial operations, files annual required reporting
Prepares monthly and quarterly reports for financial analysis, specialty courts, etc.
Assists the Director/Asst. Director as needed primarily in the implementation of new GASB pronouncements affecting governmental accounting
May perform work of an Accounting Associate as necessary.

Knowledge, Skills and Abilities
Thorough knowledge of the theory, principles, methods and practices of accounting; thorough knowledge of the laws, ordinances and regulations governing financial matters; thorough knowledge of modern office methods, practices and equipment; ability to prepare and maintain complex financial reports and records; ability to analyze and evaluate complex financial systems; ability to express complex and technical ideas effectively, both orally and in writing; ability to supervise subordinate staff; ability to establish and maintain effective working relationships with elected officials, external agencies, associates and the general public.
Education and Experience
Bachelor's degree with coursework in accounting, finance, or related field and considerable experience in bookkeeping or accounting with some supervisory experience, or equivalent combination of education and experience.
Physical Requirements
This work requires the occasional exertion of up to 10 pounds of force; work regularly requires sitting, speaking or hearing and using hands to finger, handle or feel, frequently requires repetitive motions and occasionally requires standing, walking, stooping, kneeling, crouching or crawling, reaching with hands and arms and lifting; work has standard vision requirements; no special vocal communication skills are required; no special hearing perception is required; work requires preparing and analyzing written or computer data; work has no exposure to environmental conditions; work is generally in a quiet location (e.g. library, private offices).
Special Requirements
Favorable background history as determined by review of local, State and Federal records.
Valid driver’s license in the State of Georgia with a favorable driving history (MVR).
