At the Vermont Housing Finance Agency (VHFA), our mission is to expand access to affordable homes across Vermont. We are seeking a Vice President of Multifamily Finance to lead a mission-critical business line that combines disciplined real estate finance, sound credit judgment, and public-purpose impact. The ideal candidate brings deep experience in multifamily lending, loan origination, deal structuring, underwriting, construction and permanent financing, and portfolio stewardship, along with the drive to grow VHFA's positive impact statewide.
This is a senior leadership role within the Agency, responsible for directing VHFA's multifamily financing activities, strengthening credit and risk management practices, and leading a high-performing team. The Impact You'll Make
Strategic Leadership & Business Line Management
- Provide executive leadership for VHFA's multifamily lending, Housing Credit, and bond financing business lines, with a focus on disciplined execution, quality financial analysis, and measurable statewide impact.
- Oversee administration of Vermont's Housing Credit Program and multifamily bond financing activities, ensuring compliance with applicable federal, state, investor, lender, and Agency requirements. Lead development of new programs, credit policies, financial modeling standards, and operational process improvements.
- Monitor market conditions, interest rate and capital-market trends, regulatory changes, and banking and affordable housing finance best practices to inform Agency strategy, business planning, departmental work plans, and budgets.
Multifamily Real Estate Finance & Credit Risk Oversight
- Direct the origination, evaluation, underwriting, structuring, approval, and closing of complex affordable housing transactions using LIHTC equity, tax-exempt bonds, Agency resources, public funding, and private debt.
- Maintain sound underwriting standards, cash flow and collateral analysis, construction and permanent loan sizing, credit memoranda, risk ratings, and portfolio-level risk management procedures.
- Guide transaction approvals through VHFA's credit governance process, including internal credit committees, executive leadership, and the Board of Commissioners.
Team Leadership & Relationship Management
- Lead, coach, and develop a high-performing finance team while building trusted working relationships with Agency leadership, borrowers and sponsors, developers, lenders, investors, government agencies, and other stakeholders to advance VHFA's strategic priorities.

Requirements:What You Bring to the Table
- At least 10 years of progressively responsible experience in affordable housing finance, commercial lending, or real estate development, including a minimum of 5 years in a supervisory or management role.
- Extensive structural knowledge of Low-Income Housing Tax Credits (Section 42), tax-exempt bond financing, and public-private multifamily underwriting.
- A Bachelor's degree in Finance, Real Estate, Urban Planning, or a related field (Master’s degree or professional certifications preferred), or an equivalent combination of advanced experience and education.
- Exceptional relationship-management and negotiation skills, with a track record of presenting complex financial structures to boards, elected officials, and investors.
- Ability to travel across the state as needed to represent VHFA at industry meetings, conferences, and project sites.

Work Environment & Flexibility This position offers a hybrid work structure. To ensure a smooth transition and deep integration with our team, this role requires 3 to 4 days per week of in-office training and onboarding for the first 90 days. Afterward, you will transition to our standard hybrid policy (minimum of 2 days per week in our collaborative Burlington office, with remote flexibility the remaining days). You will also join us in person for required Board, committee, and Agency events
