Site Inspector (Plan Reading Experience Required)
Job Description
NOVA Engineering & Environmental is seeking a Site Development Inspector to support commercial development, utility, and public infrastructure projects in the Naples, Florida area. This position is responsible for performing field inspections and construction observations to verify that work is being completed in accordance with approved plans, specifications, permits, and applicable municipal requirements.
The ideal candidate will have the ability to read and interpret civil construction plans and identify critical site features such as property lines, right-of-way (ROW) boundaries, stormwater infrastructure, utility systems, grading elements, and site development improvements. Experience with construction inspection is a plus; however, candidates with strong plan-reading skills and a willingness to learn will be considered, as NOVA provides training and professional development opportunities.
Responsibilities:
- Perform field inspections and construction observations on commercial development, utility, and public infrastructure projects.
- Read and interpret civil site plans, utility plans, grading plans, drainage plans, and construction details to verify compliance with project requirements.
- Identify and verify property lines, right-of-way (ROW) lines, utility corridors, stormwater systems, easements, and other site development features shown on approved plans.
- Observe construction activities related to utility installations, roadway improvements, stormwater infrastructure, grading, and site development.
- Monitor contractor activities and document field conditions to ensure work is progressing in accordance with approved plans and specifications.
- Track and document project progress through daily reports, photographs, measurements, and inspection records.
- Communicate field observations and potential issues to project managers, contractors, engineers, surveyors, and municipal representatives.
- Assist with verifying elevations, utility locations, grading, drainage flow patterns, and site layout using plans and field measurements.
- Support project closeout activities, final inspections, and punch-list verification.
- Promote safe work practices and maintain compliance with site safety requirements.
Requirements:
- High school diploma or equivalent required.
- Ability to read and interpret civil construction drawings, site plans, utility plans, grading plans, and construction specifications.
- Understanding of site development components, including property lines, right-of-way (ROW) boundaries, stormwater systems, utilities, and grading features.
- 1+ years of experience in construction, land development, surveying, utility construction, engineering support, inspection, or a related field preferred.
- Strong attention to detail and ability to accurately document field observations.
- Effective communication and organizational skills.
- Ability to work outdoors on active construction sites in varying weather conditions.
- Valid driver's license with acceptable driving record.
Preferred Qualifications:
- Experience reviewing civil engineering plans for commercial developments, utility projects, or land development projects.
- Familiarity with site layout, surveying concepts, utility infrastructure, stormwater systems, and construction practices.
- Experience with municipal, county, utility authority, or private commercial development projects.
- Knowledge of construction staking, grading, drainage, and utility installation practices.
- Experience preparing field reports and photographic documentation.
- Familiarity with GPS equipment, laser levels, or other field measurement tools.
Preferred Certifications (Not required):
- FDOT CTQP Certifications (Earthwork, Concrete Field Inspector, Asphalt Roadway, or Final Estimates)
- FDOT Maintenance of Traffic (MOT) Certification
- IMSA Utility or Infrastructure Certifications
- ICC Soils Special Inspector or related inspection certifications
- Erosion & Sediment Control Certification (FDEP or equivalent)
- Other municipal, utility, or construction inspection certifications
