Performs skilled work and provides crew leadership in the maintenance, repair, and construction of the Town's water distribution system, sewer, collection system, stormwater infrastructure, and related Public Works facilities.

The employee coordinates daily work assignments, provides guidance and training to assigned employees, operates construction equipment, and actively participates in field operations. Work is performed under the general supervision of the Public Works Director.

ESSENTIAL DUTIES AND RESPONSIBILITIES

  • Leads and participates in the daily work of assigned Public Utilities employees.
  • Assigns work, monitors progress, and ensures work is completed safely and properly.
  • Trains employees in work procedures, equipment operation, and safety practices.
  • Installs, maintains, and repairs water mains, sewer, service lines, valves, hydrants, meters, and related water system components and sewer system components
  • Responds to water leaks, line breaks, service interruptions, and other utility emergencies.
  • Responds to sewer back ups on mains and services.
  • Operates dump trucks, backhoes, excavators, loaders, tractors, and other construction and maintenance equipment.
  • Coordinates traffic control and ensure work zones are properly established.
  • Inspects vehicles, equipment, tools and reports needed repairs.
  • Maintains work orders and records of completed work.
  • Ensures employees follow Town safety policies and applicable OSHA requirements.
  • Reads and interprets utility maps, construction plans, and specifications.
  • Responds to citizen concerns and service requests as appropriate.
  • Participates in the Town's on-call rotation and responds to after-hours emergencies.
  • Performs related duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of water distribution, sewer collection, construction, and repair practices.
  • Knowledge of tools, materials, equipment, and safety practices used in Public Works operations.
  • Knowledge of trenching, excavation, confined-space, and traffic-control safety requirements.
  • Ability to operate construction vehicles and heavy equipment safely.
  • Ability to plan, assign, and monitor the work of a crew.
  • Ability to train and provide directions to employees.
  • Ability to read utility maps, plans, and specifications.
  • Ability to maintain records and complete work orders.
  • Ability to communicate effectively with employees, supervisors, contractors, and the public.
  • Ability to exercise sound judgment and respond appropriately during emergencies.
