Position Summary


The Maintenance Technician Supervisor plays a pivotal role in ensuring our affordable housing properties' quality, safety, and long-term viability, while overseeing the day-to-day operations for all maintenance and repairs of electrical, plumbing, heating, ventilation, and air conditioning (HVAC), carpentry, painting, and other building systems for a minimum of ten properties.


This is a hands-on working supervisor role. The position executes routine and preventive maintenance, ensures housing code compliance, oversees contractors and maintenance staff, manages supplies and inventory, and maintains strong, respectful relationships with residents, while also planning work assignments, developing maintenance procedures and schedules, supporting departmental budgeting, and supervising the maintenance team. This position is critical to upholding Quest CDC's mission of fostering safe and equitable communities.

Essential Duties and Responsibilities


The role is vital to maintaining the quality and safety of affordable housing properties and ensuring compliance with health, safety, and housing codes.

Maintenance Planning and Operations Oversight: Evaluate systems, buildings, or units to determine which maintenance or repairs are needed. Assess building systems to plan work assignments and project schedules. Develop maintenance procedures and schedules. Ensure maintenance and repair work is completed correctly and on time, and that assigned work orders and property repairs are completed on time. Guide community management staff on maintenance-related matters as needed and resolve complex maintenance work order issues. Handle multiple projects simultaneously, prioritizing and meeting deadlines.

Routine and Preventive Maintenance (Hands-On): Conduct inspections and perform routine preventive maintenance on HVAC, plumbing, electrical, and general building systems. Respond to maintenance work orders promptly and professionally, and assist hands-on in the completion of work orders. Identify maintenance needs and proactively address emerging issues to reduce long-term repair costs. Follow up on service requests to ensure the highest quality customer satisfaction.

Housing Compliance Support: Ensure properties are prepared and compliant for REAC inspections. Maintain compliance with HUD and Low-Income Housing Tax Credit (LIHTC) housing quality standards. Document all inspections, repairs, and follow-up actions in an organized and timely manner. Adhere to and comply with company safety policies and OSHA safety standards applicable to the safe performance of the job.

Emergency and After-Hours Repairs: Participate in an on-call rotation for emergency repairs, including plumbing issues, lockouts, and safety hazards. Respond swiftly to time-sensitive tenant service requests and critical building issues.

Vendor and Project Oversight: Supervise third-party contractors performing maintenance work or capital improvement projects. Communicate and negotiate with vendors, monitor and ensure quality control of outsourced work, and inspect the quality of work performed by vendors and the maintenance team. Communicate project updates and timelines to property management.

Inventory, Purchasing, and Budget Support: Manage and track maintenance supply inventory. Source and recommend cost-effective parts and equipment, and propose strategies for cost savings and operational efficiency. Assist with departmental budget estimates and costs of specific repair projects, and perform various tasks related to maintenance operations, including record-keeping, inventory control, and adherence to budget.

Resident Relations: Interact courteously, professionally, and respectfully with residents during maintenance visits. Serve as a representative of Quest CDC's values and mission by promoting safe and dignified living conditions for all residents.

Supervisory Responsibilities

  • Hire and train the maintenance department staff.
  • Organize and oversee maintenance staff schedules, timecards, and work.
  • Conduct timely, constructive performance evaluations.
  • Oversee maintenance staff and inspect the quality of their work.

Required Education and Experience

  • A high school diploma or GED and technical training or certification are required.
  • Minimum of five (5) years of experience in residential property maintenance.
  • Prior supervisory experience.
  • HVAC Certifications.
  • Working knowledge of HVAC, plumbing, electrical, and carpentry.
  • Familiarity with HUD/LIHTC property standards and REAC inspections is a plus.
  • Strong organizational and communication skills.
  • Ability to work independently and collaboratively in a mission-driven environment.
  • Valid driver's license and reliable transportation required.

Required Knowledge, Skills, and Abilities

  • Pass a comprehensive background check, drug screen, and clean MVR.
  • Have a reliable vehicle.
  • Own the basic tools needed to perform tasks.
  • Extensive knowledge of building systems such as plumbing, electrical, and HVAC.
  • Excellent analytical and problem-solving skills.
  • Ability to identify issues and determine repairs that are needed.
  • Ability to plan maintenance schedules for building systems.
  • Excellent management and supervisory skills.
  • Proficient with Microsoft Office Suite or similar software.
  • Be a team player (able to work collaboratively in a team, as well as individually).
  • Strong problem-solving and troubleshooting skills.
  • Excellent verbal and written communication skills.
