Human Resources Manager
Job Description
Partnership for Children of Essex (PCE) is seeking an experienced and motivated Human Resources Manager to join our team. This role is ideal for a seasoned HR professional who enjoys working in a fast-paced, people-focused environment and is comfortable balancing the day-to-day needs of employees with the broader goals of the organization. The HR Manager will play a key role in employee relations, recruitment, performance management, benefits administration, compliance, and employee engagement, while partnering closely with leadership to support a positive and effective workplace culture.
We are looking for someone who is approachable, organized, solutions-focused, and confident navigating both routine HR matters and more complex employee situations with professionalism, sound judgment, and discretion.
KEY JOB RESPONSIBILITIES:
- Performs routine tasks required to administer and execute human resource programs including but not limited to compensation, benefits, and leave administration; disciplinary matters; disputes and investigations; performance and talent management; productivity, recognition, and morale; occupational health and safety; and training and development.
- Serves as a strategic HR partner to staff, supervisors, and leadership
- Responsible for full-cycle recruitment of agency positions:
- Develop and update job postings for vacant positions as needed.
- Identify and recruit qualified and interested candidates through job sites and social media platforms.
- Conduct phone screenings to evaluate applicants and their skillsets.
- Set-up interviews with applicants and hiring managers.
- Keep up to date with industry trends and competitors.
- Attend job fairs virtually or in-person as needed.
- Prepare offer letters and communicate offers to new hires.
- Plans and executes new hire on-boarding program in collaboration with the leadership team.
- Handles employment-related inquiries from applicants, employees, and supervisors, referring complex and/or sensitive matters to the appropriate staff.
- Attends and participates in employee disciplinary meetings, terminations, and investigations.
- Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
- Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
QUALIFICATIONS:
- Advance the mission, values, and philosophy of the Partnership for Children of Essex on behalf of staff, children, and families.
- Bachelor’s degree in Human Resources, Business Administration, or related field required; Master’s degree preferred.
- At least three years of human resource experience required.
- SHRM-CP, SHRM-SCP, PHR or SPHR a plus
- Must present a positive and professional image that reflects well on the Partnership for Children of Essex.

- Proficient with Microsoft Office Suite or related software.
- Proficiency with or the ability to quickly learn the organization’s HRIS and talent management systems.
- Must pass a criminal background check.
- Bilingual a plus
WORK ENVIRONMENT:
- This job operates in an office setting. Role will require prolonged periods of sitting at a desk and working on a computer. Will use standard office equipment such as phone, photocopiers, filing cabinets and fax machines.
PHYSICAL DEMANDS:
- This position is sedentary while in office setting.
- Must be able to lift 15 pounds at times.
POSITION TYPE AND EXPECTED HOURS OF WORK:
- This is a full-time position. Days of work are typically Monday through Friday. Hours will typically be from 9:00 a.m.-5:00 p.m. With the opportunity to work a Hybrid schedule after successful completion of 90-day probationary period.
TRAVEL:
- Occasional travel within state is expected if required to attend external meetings and/or trainings.
