Position Summary

The Fiscal Specialist is responsible for financial management, cost tracking, and compliance oversight for the WIOA Adult, Dislocated Worker, and Youth programs. This position ensures that all program expenditures are accurately recorded, allowable, allocable, and reasonable, in accordance with WIOA, Uniform Guidance (2 CFR 200), and local workforce board policies.

The Fiscal Specialist manages budget execution, invoicing, and financial reporting, ensuring that all program funds are administered with transparency, accuracy, and accountability. This role serves as the central function in maintaining financial integrity and supporting audit readiness throughout the life of the contract.

Core Responsibilities

· Monitor program expenditures across all cost categories, including personnel, training, supportive services, and operations

· Ensure proper allocation of costs to appropriate program categories in accordance with WIOA and contract requirements

· Track budget utilization and maintain alignment with approved funding levels

· Identify variances and support corrective actions to maintain fiscal compliance

· Prepare and submit accurate, timely invoices in accordance with contract requirements

· Ensure all costs billed are properly documented and supported

· Coordinate with program staff to validate participant-driven expenditures (training, wages, supportive services)

· Maintain accounting records reflecting appropriate cost principles supporting both Firm-Fixed Price and Cost-Reimbursement components and ensuring adherence to the 10% Local Administrative Cost (LAC) limitation

· Ensure compliance with WIOA regulations, Uniform Guidance (2 CFR 200), and local board fiscal policies

· Verify that all costs meet standards of allowability, reasonableness, and allocability

· Maintain clear documentation to support all financial transactions

· Prepare financial reports for internal management and external reporting requirements

· Support reconciliation processes between financial records and programmatic data

· Provide budget status updates to Program Manager and leadership

· Maintain audit-ready financial documentation at all times to support external monitoring visits, audits, and fiscal reviews and respond to requests for financial documentation and clarification

· Assist in resolving findings, if applicable

· Work closely with Program Manager and Administrative Specialist to ensure alignment between financial records and participant data

· Support financial planning based on participant flow and service utilization

· Ensure that financial practices align with program delivery and performance objectives

Performance Accountability

The Fiscal Specialist is directly accountable for:

· Ensuring all expenditures comply with WIOA regulations, Uniform Guidance (2 CFR 200) and local board policies

· Maintaining complete, accurate, and verifiable financial documentation

· Ensuring alignment between invoiced costs and supporting documentation

· Timely and Accurate Invoicing

· Maintaining consistent oversight of budget utilization

· Maintaining documentation sufficient to support monitoring visits, audits, financial reviews to minimize audit findings and support prompt resolution of issues

· Ensuring all financial activities are traceable and fully documented

· Supporting clear financial reporting to stakeholders

Performance is evaluated based on:

· Compliance with federal and local cost requirements

· Accuracy and timeliness of invoicing and reporting

· Audit outcomes and absence of financial findings

· Effectiveness in budget monitoring and cost control

Minimum Qualifications

· Bachelor’s degree in Accounting, Finance, Business Administration, or related field

· Minimum 5+ years experience in grant management, federal contracting, or fiscal oversight

· Strong knowledge of federal cost principles and grant compliance

· Experience managing cost-reimbursement and/or fixed-price contracts

· Strong financial analysis and reporting skills

Preferred Competencies

· Experience with WIOA funding and workforce programs

· Familiarity with state/local financial systems and reporting requirements

· Experience supporting audits and monitoring processes

· Strong attention to detail and internal control practices

· Ability to communicate financial information to non-financial staff
