Position Summary

The Career Navigator provides direct participant services, case management, and career pathway guidance, serving as the primary point of contact for individuals enrolled in WIOA programs. This role is responsible for ensuring that participants are appropriately assessed, engaged in services aligned with their Individual Employment Plan (IEP) or Individual Service Strategy (ISS), and supported through training, employment placement, and retention.

Core Responsibilities

· Conduct participant intake, assessment, and service planning

· Develop and manage IEPs / ISS aligned with career pathways

· Provide ongoing case management and participant engagement

· Coordinate training, supportive services, and partner referrals

· Track participant progress and maintain accurate documentation

· Support job readiness, placement, and employment retention

· Maintain compliance with WIOA program requirements and reporting standards

Performance Accountability

Career Navigators are directly accountable for participant-level outcomes, including:

· Measurable Skill Gains (MSG): Ensuring each participant achieves documented progress as well as monitoring training engagement and milestone completion

· Credential Attainment: Supporting participants through training completion while ensuring alignment between training and career pathway

· Employment Outcomes: Supporting job placement activities and preparing participants for employment transitions

· Participant Employment Support: maintaining follow-up and routine participant contact, engaging support to address retention barriers as appropriate

Additional accountability:

· Maintaining active and progressing caseloads (~1:65 ratio)

· Ensuring timely and accurate documentation

· Identifying and addressing barriers early

· Maintaining participant engagement throughout lifecycle

Adult & Dislocated Worker Career Navigator (Specialization) Program-Specific Responsibilities

· Conduct detailed workforce assessments aligned with labor market demand

· Develop Individual Employment Plans (IEPs) focused on employment outcomes

· Align participants to training programs that support in-demand occupations

· Coordinate work-based learning opportunities (WEX, OJT)

· Provide job search support, resume development, and interview preparation

· Facilitate direct connection to employment opportunities

· Support rapid re-employment for dislocated workers

Additional Accountability

· Achieving employment placement benchmarks (Q2/Q4)

· Supporting median earnings improvements through job alignment

· Ensuring efficient movement from training → employment

Minimum Qualifications

· Bachelor’s degree or equivalent experience

· 3–5+ years workforce development or case management experience, experience working with adult or dislocated worker populations preferred

Youth Career Navigator (Specialization) Program-Specific Responsibilities

· Develop Individual Service Strategies (ISS) with education and career alignment

· Provide mentoring, coaching, and guidance for youth participants

· Coordinate educational services, including GED, post-secondary pathways

· Support youth in achieving academic and career readiness milestones

· Provide intensive barrier mitigation for priority populations

· Engage youth in work experience and career exploration opportunities

· Coordinate supportive services addressing stability needs

Additional Accountability

· Supporting education-based MSG outcomes

· Increasing credential attainment and post-secondary transition

· Maintaining consistent youth engagement and program retention

· Supporting successful transition into employment or further education

Minimum Qualifications

· Bachelor’s degree or equivalent experience

· 2–5+ years of experience working with youth or young adults

· Experience in mentoring, education support, or youth services preferred
