Job Title: Site Safety and Health Officer – Federal & Military ConstructionJob Description

This role serves as the lead safety professional on federal and military construction projects in Twentynine Palms, CA and other locations, overseeing all aspects of site safety and health. You will develop, implement, and manage project safety programs in alignment with EM 385-1-1 and OSHA requirements, while promoting a proactive safety culture across diverse teams and subcontractors. This position offers a continuous pipeline of work on federal projects across California and other sites, with strong opportunities for growth within a safety-first, supportive construction environment.

Responsibilities
  • Serve as the lead site safety and health professional on federal and military construction projects, with primary responsibility for overall project safety performance.
  • Develop, implement, and manage comprehensive project safety programs in accordance with EM 385-1-1 and OSHA regulations.
  • Create, review, and maintain Activity Hazard Analyses (AHAs), Accident Prevention Plans (APPs), Site Safety Plans, Fall Protection Plans, and other required safety documentation.
  • Conduct daily safety inspections and audits of the construction site, equipment, and work practices to identify hazards and ensure compliance.
  • Lead and facilitate safety meetings, toolbox talks, and site safety training sessions for project personnel and subcontractors.
  • Monitor subcontractor and project team compliance with all safety requirements, policies, and procedures, and provide guidance and coaching as needed.
  • Investigate incidents, near misses, and unsafe conditions, perform root cause analyses, and implement corrective and preventive actions.
  • Maintain accurate and up-to-date project safety records, reports, logs, and documentation in accordance with federal and project-specific standards.
  • Coordinate closely with Project Managers, Superintendents, subcontractors, and Government personnel to integrate safety into all phases of project planning and execution.
  • Ensure compliance with EM-385, OSHA, NAVFAC, USACE, DoD, and other applicable federal safety standards and contract requirements.
  • Promote and reinforce a proactive safety culture across the project, encouraging hazard recognition, reporting, and continuous improvement.
  • Provide technical safety guidance on construction means and methods, including fall protection, hazard controls, and safe work procedures.
  • Support project planning and scheduling by identifying safety requirements for upcoming work activities and ensuring appropriate controls are in place.
  • Prepare and deliver clear, professional safety reports and written communications to internal stakeholders and government representatives.
Essential Skills
  • Minimum of 5 years of construction safety experience, preferably on large-scale or complex projects.
  • Demonstrated site safety management experience on construction projects, including field oversight and daily safety inspections.
  • Hands-on experience developing and managing safety documentation, including AHAs, APPs, Site Safety Plans, and Fall Protection Plans.
  • Strong knowledge of and compliance experience with EM 385-1-1 and OSHA regulations in a construction environment.
  • Experience supporting NAVFAC, USACE, DoD, or other federal construction projects is highly preferred.
  • Ability to independently write AHAs, APPs, Fall Protection Plans, and Site Safety Plans with minimal oversight.
  • Excellent written communication and report-writing skills, including the ability to prepare clear, concise safety reports and documentation.
  • 24-Hour Fall Protection certification.
  • EM 385-1-1 training.
  • OSHA 30-hour construction safety certification.
  • Current First Aid and CPR certification.
Additional Skills & Qualifications
  • Bachelor's degree in Occupational Safety, Environmental Health & Safety, Construction Management, Engineering, or a related field is preferred.
  • A relevant degree may offset some years of experience for candidates with strong certifications and demonstrated technical expertise.
  • Military construction experience is highly preferred, particularly on active installations and federal facilities.
  • Background as a Veteran, Seabee, or Army Corps/Combat Engineer is considered a plus.
  • Professional safety certifications such as CHST, STS, CSP, Hazwoper, Fall Protection, and Competent Person are highly preferred.
  • Experience working with NAVFAC, USACE, DoD, or similar federal agencies on construction projects.
  • Ability to collaborate effectively with diverse project teams, subcontractors, and government representatives.
  • Strong attention to detail and a proactive approach to hazard identification and risk mitigation.
  • Comfort working in a fast-paced, schedule-driven construction environment with early start times.
  • Willingness and ability to travel to various project sites as required.
Work Environment

This position supports federal and military construction projects with varying schedules, typically operating on either a 4/10 schedule (four 10-hour days) or a 5/8 schedule (five 8-hour days). Workdays generally start early, between 5:30 AM and 7:00 AM, depending on project requirements and site access, and are centered around active construction sites with heavy equipment, trades personnel, and ongoing field operations. Most initial projects are located throughout Southern California. Assignments within San Diego County, including locations such as Camp Pendleton and Miramar, are treated as local projects and typically do not include per diem or mileage reimbursement. For projects outside San Diego County, employees may be eligible for per diem in line with project requirements and applicable GSA guidelines. Potential project locations include China Lake, Twentynine Palms, Yuma, El Centro, Los Angeles, Travis AFB, and other military installations. The role is well-suited for professionals who are comfortable working project-to-project and traveling regularly. Job Type & Location

This is a Contract to Hire position based out of San Diego, CA.

Pay and Benefits

The pay range for this position is $30.00 - $55.00/hr.

Individual compensation offered for this position within this range will depend on many factors, including qualifications, skills, relevant experience, job knowledge, geographic location, internal equity, and other pertinent job-related factors.
