The Public Housing Manager serves as the primary liaison for the Easley Housing Authority (EHA), ensuring effective and compliant property management operations. This role is responsible for a wide range of functions including tenant selection, lease administration, rent collection, property inspections, resident relations, and move-in/move-out coordination. The Public Housing Manager ensures adherence to all HUD and EHA regulations and policies while providing exceptional service to residents. Additional responsibilities include conducting annual income recertifications, managing repayment agreements, and identifying and addressing maintenance needs to maintain property standards.
Job Duties
· Schedule rent conferences for those households with arrearages and negotiate rent repayment agreements and monitors agreements
· Assist in ensuring policies and procedures are up to date and consistently implemented correctly
· Meet or exceed occupancy goal of 96%
· Ensure resident files are organized in a clear, concise and organized manner and meet HUD requirements
· Assist in maximizing rent collection including associated tenant charges
· Show vacant apartments utilizing professional marketing procedures
· Complete Lease Agreements and make unit offers to eligible and qualified applicants
· Conduct and coordinate Move-in Orientation Sessions with new residents
· Expand access to resident services and programs to increase self-sufficiency opportunities for EHA families
· Collect rent and other lease related charges from residents
· Process all move-in and move-out activities including release and return of unit keys and unit checklists
· Serve as point of contact on all resident inquiries
· Maintain vacant and leased rental unit listings
· Provide and advice regarding EHA’s low rent public housing program and outside social service programs
· Perform all clerical tasks associated with verification of income and household composition
· Perform quality control reviews of resident files to ensure compliance with required reporting requirements and documentation, accuracy of information, etc.
· Assist with maintaining and updating the waiting list for the public housing program
· Assist with the initial application process for individuals or families applying for the public housing program
· Solicit bids for services such as solid waste removal, security and extra ordinary maintenance request
· Add and/or update information on official bulletin boards and prepare brochures and fliers to advertise special programs, resident council activities, etc.
· Review resident files and assure they are clear, concise, organized manager and meet HUD requirements
· Process requests for rent adjustments in accordance with established procedures, including obtaining verifications, entering information into computer, etc. Interims on tenants
· Process recerts within required timeframe
· Post charges associated with work order, etc. (violations) by entering them into computer system
· Maintain tenant files and related documentation regarding continuing eligibility and occupancy. File information in tenant folder
· Prepare and/or review statistical reports on vacancies, objectives, and a variety of other data including the Vacancy Report
· Counsel residents of potential lease violations and take appropriate action when they occur. Prepare all Magistrate Paperwork. Prepare Eviction letters for Director of Operations signature
· Ensure proper documentation for routine functions and evictions or other litigation is in files. Represent the authority in court cases involving resident lease enforcement and eviction matters or as necessary
· Complete move-out package in accordance with policies and procedures submitting backup information to Director of Operations for Debt-setoff processing and/or disbursement of refunds. - Do all Move-Outs
· Prepare, maintain and submit incident reports to the Director of Operations for ALL events that may involve injury or damage. (incident log)
· Maintain the property business office in a neat, orderly and business-like manner
· Process Community Service requirements and expand access to resident services and programs to increase self-sufficiency opportunities for EHA families
· Use all reporting tools including EIV, MIS, EID, PHAS, other HUD or PHA imposed tools
· Perform data entry duties to maintain updated computer files pertaining to rent calculations and master files; utilize computer programs to prepare correspondence and reports, including interview schedules, activity reports, transfer lists, etc., and report as required by HUD or the EHA (this includes, but not limited to, HUD requirements such as PHAS indicators).
