Position Summary
The Estimator / Project Manager is responsible for both preconstruction and project execution activities for heavy civil construction projects. This role develops competitive estimates, manages project pursuits, supports business development efforts, and oversees the successful execution of awarded projects.
Key Responsibilities
- Review plans, specifications, geotechnical reports, and contract documents to define project scope, risks, and opportunities.
- Prepare detailed quantity takeoffs, production plans, schedules, and cost estimates.
- Solicit, evaluate, and negotiate subcontractor and supplier pricing.
- Develop competitive bids, proposals, project budgets, and conceptual estimates.
- Attend site visits, pre-bid meetings, owner meetings, and client presentations.
- Manage heavy civil construction projects from project award through closeout.
- Administer contracts and maintain documentation related to contractual obligations, notices, compliance, and project requirements.
- Develop and manage project budgets, forecasts, cost reports, and cash flow projections.
- Build and maintain project schedules, including CPM scheduling and short-interval planning.
- Manage change order pricing, negotiation, documentation, and execution.
- Coordinate field operations, equipment utilization, procurement, and staffing requirements.
- Support project safety, quality control, production tracking, and documentation.
Required Qualifications
- Bachelor’s degree in construction management, Civil Engineering, or a related field, or equivalent relevant experience.
- heavy civil construction experience with estimating and/or project management responsibilities.
- Experience with:
- Earthwork
- Underground utilities
- Concrete
- Grading
- Paving
- Structural excavation
- Site development
- Strong understanding of public and private construction procurement methods.
- Experience managing projects up to $20M.
- Proficiency with HCSS Heavy Bid, HCSS Heavy Job, Microsoft Excel, Word, and Project.
- Strong knowledge of estimating, quantity takeoffs, cost analysis, budgeting, scheduling, forecasting, and project financial management.
- Strong negotiation, communication, leadership, and relationship-building skills.
- Ability to manage subcontractors, suppliers, field operations, and cross-functional project teams.
- Strong understanding of construction contracts, change orders, risk management, and project documentation.
- Valid Driver’s License and acceptable driving record.
- Must have authorization to work in the United States without employer sponsorship.
