Short-Term Actions
• Targeted field visits to shops and service centers with lower capitalization rates.
o This would likely require additional support resources, including Accounting Policy participation, to accompany Business Services and Operations teams during shop reviews.
o The objective would be to better understand local practices, identify inconsistencies, and provide real-time guidance on capitalization decisions.
Key focus areas to include:
• Standardized review tools and reporting
o Supervisors rely on a variety of work management tools – some are QV reports, Business Services reports, and Operations reports, which can make reviews cumbersome and potentially create analysis paralysis.
o Evaluate whether reporting and dashboards can be streamlined to provide a smaller set of leading indicators that help supervisors more effectively review and manage time charging and capitalization performance.
• Accounting Policy guidance and training
o Develop or refresh Accounting Policy playbooks and guidance documents. Translate accounting speak to easy to understand operations tasks
o Provide targeted training for line supervisors, shop personnel, and Business Services teams to reinforce expectations and improve consistency across operating areas.
• Design standards review
o Conduct a joint Accounting Policy and Engineering review of standard design requirements.
o Ensure projects are being designed and executed using approved standard designs, while also considering capitalization implications early in the process.
• Time charging process review
o Evaluate existing tools and processes related to time charging, particularly around PowerOn follow-up activities, which may present opportunities for improvement.
