Location: Ephrata Borough, PA

Reports To: Lead Lineman


Job Summary: Responsible for performing inspections, maintenance, operation and construction work on the transmission system, distribution system, street lighting system and substations either de-energized or energized, at any voltage, requiring all-around knowledge, judgment and experience of the trade.


Key Responsibilities:

  • Perform all Apprentice Level 5 job duties satisfactorily in a safe and workmanlike manner, using protective equipment or hot-line tools as required.
  • Set and remove poles and structures; frame poles; install and remove transformers, regulators, capacitors, and fuse cutouts.
  • Install, remove, splice, sag, tie, connect, and disconnect conductors and cable terminations.
  • Install and maintain street lighting equipment.
  • Work on circuits up to 13.2 kV using rubber protective equipment.
  • Work on circuits up to 13.2 kV using hot sticks or aerial bucket trucks.
  • Perform all work on energized circuits in excess of the nominal 13.2 kV using hot-line tools (the hot-line tool method may also be used at or below 13.2 kV).
  • Perform normal and emergency switching and sectionalizing on overhead and underground distribution lines, and on transmission lines up to 138 kV.
  • Replace fuses for all types of line and substation equipment, including transformers, capacitors, and line fuses.
  • Test transformers, insulators, and other line equipment.
  • Trace and clear ground and open faults on underground and street lighting circuits.
  • Conduct load and voltage tests.
  • Install, remove, connect, and disconnect services and meters; install and remove test meters and record test data; maintain meter records.
  • Perform light tree trimming as necessary.
  • Perform PA One Call (PA 1) job duties.
  • Replace lamps in street lighting fixtures and traffic signals.
  • Read and record data from gauges and meters.
  • Conduct on-the-job training and provide direction to Apprentice Linemen.
  • May be temporarily assigned the duties of Line Leader as needed.
  • Use computers and programs used by Electric Division on a day-to-day basis.
  • Operates all necessary vehicles and equipment for the Electric Division, complying fully with all applicable laws and regulations.
  • Performs such other duties as assigned or necessary.

Competency:

  • Ability to read, write, and perform mathematics at a twelfth-grade level.
  • High school education or equivalent, with thorough knowledge and training in electrical subjects and related mechanical equipment.
  • Demonstrated comprehensive knowledge of transformer connections, phasing, testing, line inspections, emergency sectionalizing procedures, and operating instructions related to line work, meters, and service installations.
  • Thorough understanding of transmission and distribution line layouts.
  • Successful completion of all Apprentice Level 5 training requirements, or demonstration of equivalent technical knowledge.
  • Strong knowledge of and adherence to safety rules and practices pertaining to energized and de-energized line work, including methods of resuscitation and first aid.
  • High level of alertness to recognize potential hazards and prevent accidents.
  • Willingness to participate in technical education and other training as required by the Borough.
  • Thorough knowledge and competency in first aid and various types of resuscitation.
  • Personal initiative, judgment, dependability and cooperation in performing work assignments.
  • Demonstrated safety behaviors in the observation of hazards, compliance to safety rules and prevention of accidents.
  • Physical ability and agility, strength and endurance to climb and work on poles and structures in all weather conditions.

Qualifications:

  • Education: High School diploma/GED or equivalent work experience and training.
  • Certification: Red Cross or equivalent certificate required.
  • Experience: Must be fully qualified as a First Class Lineman with comprehensive knowledge and experience in the use of hot stick equipment.

Physical Demands:

  • Frequently: Ability to stand, walk, sit, use both hands and fingers to feel handle or operate objects tools or equipment; reach and feel, ability to communicate orally, ability to hear, specific visual requirements include close and distance vision, depth perception, peripheral and color vision. Ability to climb and work on poles; ascend, descend steps and ladders.
  • Occasionally: Ability to crawl, stoop, kneel, reach high or low level; work in confined spaces; operate Borough vehicle; work greater than 8 hours in a day or 40 hours in a week; lift, carry, move objects weighing 50 lbs. or less without assistance; greater than 50 lbs. with assistance.
  • Ability to arrive within 30 minutes of being called in.

Work Environment:

  • Work may be performed at a variety of locations; work outside and inside, work in extreme heat and cold below freezing, work in wetness and dry atmospheric conditions.

Travel:

  • Occasional travel may be required.

Additional Eligibility Qualifications:

  • Must be able to successfully pass a criminal background check and substance abuse screen.
  • Must possess a valid Class B PA Motor Vehicle License.
