Position Overview
Cass County Public Library is seeking a Human Resources Manager to oversee the Library’s human resources functions, including employee relations, recruitment and hiring, compensation and benefits administration, payroll oversight, training and development, performance management, and employment compliance. This position supervises Human Resources staff and works closely with Library leadership to support effective operations, employee development, and organizational goals.
Key Responsibilities
Employee Relations & HR Administration
Serve as the primary HR advisor for supervisors and employees
Provide guidance on personnel policies, employee relations, and disciplinary matters
Facilitate conflict resolution and support fair, professional workplace practices
Maintain confidentiality when handling sensitive employee matters
Recruitment, Compensation & Benefits
Oversee recruitment, hiring, onboarding, and reference processes
Maintain job descriptions, classifications, and compensation structures
Administer employee benefits, leave, and related HR programs
Oversee payroll processes and collaborate with finance and payroll vendors
Training, Performance & Compliance
Coordinate employee orientation, training, and professional development
Manage the performance evaluation process and provide guidance to supervisors
Review and maintain personnel policies and procedures
Monitor compliance with applicable federal, state, and local employment laws
Leadership & Organizational Support
Supervise, support, and provide direction to Human Resources staff
Participate as a member of the Library management team
Contribute to strategic planning, policy development, and organizational initiatives
Monitor HR trends, workforce data, and employee engagement efforts
Qualifications
Bachelor’s degree in Human Resources, Business Administration, or a related field, or an equivalent combination of specialized HR training and experience
3–5 years of experience administering HR pay, benefits, policies, and procedures
Professional HR certification required: PSHRA-CP, PHR, SPHR, SHRM-CP, or SHRM-SCP
Prior HR experience in a governmental or public sector environment strongly preferred
Strong knowledge of employment laws and HR best practices
Excellent communication, judgment, organizational, and interpersonal skills
Additional Requirements
Ability to handle confidential and sensitive information with discretion
Ability to work independently while collaborating effectively with leadership and employees
Proficiency with HRIS systems, spreadsheets, and related technology
Ability to conduct training and presentations for staff
Monday thru Friday 40 hours
