Snyder Environmental Services is seeking a highly motivated and detail-oriented Estimator / Project Manager to join our growing team. This position is responsible for preparing competitive bids, managing awarded projects from preconstruction through closeout, and ensuring projects are completed safely, on schedule, within budget, and to the highest quality standards.

The ideal candidate has experience in heavy civil, underground utility, water and sewer infrastructure, or environmental construction and is proficient with HCSS Heavy Bid estimating software.

Essential Duties and Responsibilities

Estimating

  • Prepare accurate cost estimates for public and private construction projects.
  • Review plans, specifications, geotechnical reports, and contract documents.
  • Perform quantity takeoffs using electronic plans and estimating software.
  • Develop labor, equipment, material, and subcontractor pricing.
  • Solicit and evaluate vendor and subcontractor quotations.
  • Prepare bid summaries and recommendation packages.
  • Attend pre-bid meetings and site visits.
  • Identify project risks and value engineering opportunities.
  • Maintain estimating databases, production rates, and historical cost information.
  • Submit bids in accordance with owner requirements and deadlines.
  • Utilize HCSS Heavy Bid to prepare and maintain estimates.

Project Management

  • Manage projects from award through final completion.
  • Prepare project budgets and schedules.
  • Conduct project kickoff meetings.
  • Coordinate subcontractors, suppliers, and field personnel.
  • Monitor project costs and productivity.
  • Manage procurement of materials and equipment.
  • Review and approve subcontractor invoices.
  • Prepare owner billing applications.
  • Manage change orders, RFIs, and submittals.
  • Maintain project documentation and contract compliance.
  • Attend owner meetings and represent Snyder Environmental Services professionally.
  • Perform project forecasting and cost-to-complete analysis.
  • Ensure timely project closeout documentation.

Safety & Compliance

  • Promote Snyder Environmental Services' commitment to safety.
  • Ensure compliance with OSHA regulations and company safety policies.
  • Participate in safety planning and project risk assessments.
  • Support quality control and environmental compliance initiatives.

Qualifications

  • Bachelor's degree in Construction Management, Civil Engineering, or related field preferred.
  • Equivalent construction experience will be considered.
  • Minimum 3–5 years of estimating and/or project management experience in heavy civil or underground utility construction.
  • Experience using either (or both) InSite, AGTEK

  • Experience with:
    • Water and sewer infrastructure
    • Site development
    • Environmental construction
    • Excavation
    • Earthwork

  • Experience bidding municipal and DOT projects preferred.

  • Ability to interpret construction drawings and specifications.
  • Working knowledge of production rates and construction means and methods.
  • Budget development and cost control experience.
  • Contract administration knowledge.
  • Strong attention to detail.
  • Ability to meet strict deadlines.

Physical Requirements

  • Ability to sit, stand, and walk for extended periods.
  • Ability to visit active construction sites.
  • Ability to lift up to 25 pounds occasionally.
  • Ability to traverse uneven terrain while conducting site visits.

Work Environment

  • Combination of office and field work.
  • Occasional travel to project sites and pre-bid meetings.
  • Some evening work may be required to meet bid deadlines.
