Environmental Specialist
Job Description
Responsible for managing and improving industrial pretreatment, stormwater, and emerging contaminants programs to ensure compliance with applicable environmental regulations. This role oversees permitting, inspections, compliance monitoring, enforcement, data analysis, and regulatory reporting while protecting wastewater treatment operations, collection systems, biosolids quality, personnel safety, and receiving waters. The position works closely with regulatory agencies, laboratories, industrial users, and internal stakeholders to support environmental compliance and continuous program improvement.
Key ResponsibilitiesIndustrial Pretreatment ProgramAdminister the Industrial Pretreatment Program in accordance with federal, state, and local regulations.
Develop and maintain standard operating procedures for permitting, inspections, sampling, compliance monitoring, and enforcement.
Manage industrial wastewater discharge permits, compliance schedules, and regulatory control documents.
Conduct routine and unannounced inspections to evaluate industrial processes, wastewater sources, pretreatment systems, and regulatory compliance.
Maintain industrial user inventories and determine permitting applicability for new and existing facilities.
Review technical reports, permit applications, monitoring data, and regulatory submittals for completeness and compliance.
Support development and periodic evaluation of local discharge limits to protect treatment processes, biosolids, infrastructure, and receiving waters.
Implement compliance initiatives related to spill prevention, slug discharge control, dental amalgam requirements, and other best management practices.
Prepare regulatory reports and maintain organized program records in accordance with record retention requirements.
Evaluate proposed industrial developments and process changes for potential impacts on wastewater infrastructure.
Educate industrial and commercial customers regarding pretreatment requirements and compliance expectations.
Monitor regulatory updates and recommend program improvements to maintain compliance.
Coordinate with operations, laboratory, engineering staff, regulatory agencies, and industrial users to support program effectiveness.
Manage the industrial stormwater compliance program and maintain applicable procedures.
Perform routine stormwater inspections, field assessments, sampling, and monitoring activities.
Support pollution prevention, spill response, illicit discharge investigations, and corrective action efforts.
Maintain accurate inspection records, monitoring data, equipment documentation, and compliance files.
Manage monitoring programs for PFAS and other emerging contaminants, including sampling coordination, source identification, industrial user evaluations, and regulatory reporting.
Review monitoring data to verify accuracy, completeness, QA/QC requirements, and regulatory compliance.
Evaluate analytical data, laboratory documentation, sampling methods, preservation, and chain-of-custody records.
Coordinate with laboratories, contractors, and consultants to ensure quality analytical services and regulatory compliance.
Track regulatory developments, scientific guidance, and analytical methods related to emerging contaminants and advise management on program impacts.
Analyze environmental data, GIS information, surveys, and sampling results to identify trends and support compliance strategies.
Support environmental research activities and oversee consultant performance related to environmental sampling projects.
Ensure field monitoring equipment is properly maintained, calibrated, and documented.
Participate in environmental and safety initiatives as assigned.
Perform other related duties as required.
Bachelor's degree in Environmental Science, Natural Sciences, Civil, Environmental, Mechanical, or Sanitary Engineering, or a closely related discipline. Equivalent education and experience may be considered. Advanced degree is preferred.
Minimum of five years of experience in wastewater treatment, industrial pretreatment, environmental compliance, stormwater management, wastewater monitoring, laboratory operations, pollution prevention, sanitary engineering, or a related environmental regulatory field.
Strong knowledge of industrial pretreatment, wastewater treatment processes, stormwater management, laboratory practices, QA/QC procedures, pollution prevention, and environmental regulations.
Familiarity with the Clean Water Act, pretreatment standards, wastewater permitting requirements, industrial inspections, compliance monitoring, enforcement activities, PFAS monitoring, local limits development, Significant Industrial User (SIU) programs, industrial surveys, dental amalgam compliance, and emerging contaminant programs.
Ability to interpret environmental regulations, engineering documents, laboratory reports, and analytical data while preparing technical reports and recommending corrective actions.
Experience using GIS, Microsoft Office applications, environmental compliance databases, and data management systems.
Strong analytical, organizational, communication, project management, and problem-solving skills with the ability to manage multiple priorities and collaborate with internal and external stakeholders.
Valid driver's license required or ability to obtain one in accordance with organizational requirements.
