VP/Director of Finance
Job Description
We are looking for an accomplished finance leader to guide the City’s fiscal strategy and ensure public funds are managed with accuracy, transparency, and strong internal control. The position also plays a key role in advising department leaders, strengthening financial processes, and supporting long-term organizational planning.
Responsibilities:
• Provide senior-level financial leadership to the organization while advising executive staff on fiscal strategy, operational priorities, and long-range planning.
• Direct the development, presentation, and administration of the annual budget, including revenue forecasting, expenditure planning, and ongoing budget oversight.
• Lead core finance functions such as accounting, fund management, treasury activities, internal controls, and financial reporting to support sound stewardship of public resources.
• Review departmental financial activity, evaluate budget requests, and guide leaders on appropriate accounting practices, compliance expectations, and responsible use of funds.
• Oversee the release of payments and monitor spending levels to help ensure expenditures remain aligned with approved appropriations.
• Manage finance department personnel through hiring, coaching, performance management, and career development initiatives.
• Support major financial projects and policy initiatives, including capital planning, investment oversight, financial analysis, and debt-related activities such as bond coordination and short-term borrowing arrangements.
• Serve as the primary point of contact for external audit processes, ensuring timely preparation of records, coordination of responses, and follow-through on recommendations.
• Establish and refine financial policies, procedures, and systems that strengthen internal controls, improve efficiency, and support consistent compliance with governing rules and ordinances.
• Partner with department and executive leaders on grant-related financial matters, cost-benefit evaluations, and other analyses that inform program and service decisions.
• 7+ years of progressive finance experience, including leadership responsibility within budgeting, accounting, or financial operations.• Demonstrated expertise in annual budget development, budget administration, and month-end close processes.
• Strong background in financial reporting, cash flow analysis, and forecasting within a complex organization.
• Experience overseeing debt obligations, bond-related activities, or similar financing arrangements.
• Solid understanding of internal controls, audit coordination, and compliance with financial policies, statutes, or regulations.
• Proven ability to lead teams, develop staff, and work effectively with senior leaders across multiple departments.
• Strong analytical, organizational, and communication skills with the ability to translate financial information into practical guidance for non-financial stakeholders.
