CCG is seeking two experienced Senior .NET Application Developers to support the Joint Pathology Center (JPC) by providing enterprise software engineering, application development, and Operations & Maintenance (O&M) services for mission-critical software systems.
The successful candidate will serve as a technical lead responsible for application development, modernization, sustainment, systems integration, troubleshooting, configuration management, and secure software delivery. This role supports Laboratory Information Systems (LIS), Commercial-Off-The-Shelf (COTS), and Government-Off-The-Shelf (GOTS) applications across development, testing, staging, and production environments.
This position works closely with system administrators, database administrators, cybersecurity personnel, vendors, and business stakeholders to ensure software systems remain secure, reliable, compliant, and highly available.
Key Responsibility
Application Operations and Maintenance
• Provide software engineering and technical support to ensure full operational capability of JPC application systems.
• Perform O&M support for web-based and Windows-based applications developed using the Microsoft .NET stack, including ASP.NET, C#, MVC, IIS, and related technologies.
• Maintain and support LIS software and other mission-critical applications across all environments (development, testing, staging, and production).
• Monitor application health, logs, and performance metrics to identify errors, performance degradation, and anomalous or suspicious activity.
• Implement corrective actions, patches, and defect resolutions to maintain system stability and performance.
Software Development and Enhancement
• Design, develop, enhance, and sustain applications using industry best practices and approved development frameworks.
• Support Graphical User Interface (GUI) development using technologies including Visual Studio, .NET MVC framework, Kendo UI, JavaScript, HTML, AJAX, ASP, CMS platforms, SQL Server, MySQL, and related tools.
• Implement future system enhancements based on evolving mission requirements and stakeholder input.
• Provide objective evidence that software design outputs meet specified requirements at each phase of the Software Development Life Cycle (SDLC).
AI-Enabled Application Development
• Design, develop, and maintain AI-enabled application features to support data analysis, workflow automation, decision support, and process optimization.
• Integrate machine learning models, analytics engines, or AI services into existing applications in accordance with Government-approved architectures.
• Ensure AI components are transparent, auditable, and compliant with DoD cybersecurity, data governance, and ethical use guidelines.
• Support AI model lifecycle activities, including training data integration, testing, validation, deployment, and performance monitoring.
• Collaborate with stakeholders to identify appropriate use cases for AI within LIS and other JPC systems.
Systems Integration and Interfaces
• Design, implement, and maintain integrations between multiple software systems using web services, APIs, and HL7 interfaces.
• Monitor and maintain system interfaces to ensure reliable data exchange and interoperability.
• Support database interactions and coordinate with database administrators to ensure data integrity and performance.
Configuration, Change, and Release Management
• Establish and maintain version control repositories using approved tools (e.g., Team Foundation Server, Git-based systems).
• Track, manage, and document all software Change Requests (CRs) using robust configuration management practices.
• Plan, coordinate, and execute software releases, patches, and updates across environments.
• Support release validation and rollback procedures as required.
Software Security and Compliance
• Embed security controls within software applications to meet DoD cybersecurity requirements.
• Implement and maintain Application Security Technical Implementation Guides (STIGs).
• Ensure applications comply with Section 508 accessibility requirements.
• Conduct application security testing using approved tools and methodologies (e.g., OWASP, Fortify, static and dynamic code analysis).
• Support Certification and Accreditation (C&A) / RMF activities related to application systems.
Testing, Verification, and Validation
• Perform and support verification and validation activities, including unit testing, functional testing, code inspections, walkthroughs, and static/dynamic analysis.
• Ensure software meets functional, security, and performance requirements prior to deployment.
• Document test plans, results, and remediation actions.
Documentation and Stakeholder Reporting
• Develop and maintain comprehensive technical documentation, including system designs, configuration baselines, interface documentation, and SOPs.
• Generate reports and status updates to communicate system changes, configuration updates, risks, and operational status to JPC stakeholders.
• Ensure all software artifacts are documented across SDLC phases, including Planning, Analysis, Design, Implementation, Testing, Deployment, and Maintenance.
Required Qualifications
· Bachelor's degree in Computer Science, Information Technology, Software Engineering, or a related field (or equivalent experience).
· Proficiency in C#, ASP.NET MVC, ASP.NET Web Forms, .NET Framework/.NET, and Microsoft Visual Studio.
· Experience with Microsoft SQL Server, T-SQL, stored procedures, and Entity Framework.
· Experience developing and integrating RESTful APIs, web services, and database-driven applications.
· Knowledge of Software Development Life Cycle (SDLC), secure coding practices, and application security.
· Experience using Git, Azure DevOps, or Team Foundation Server (TFS) for source code management.
· Strong analytical, troubleshooting, and problem-solving skills.
· Excellent written and verbal communication skills.
· Ability to work independently with minimal supervision and collaborate effectively with cross-functional teams.
· Ability to obtain and maintain a Secret Security Clearance.
· Active Security+ CE (or equivalent DoD 8140 IAT Level II certification) required.
