We are seeking for an experienced Construction Project Manager capable of fully managing major public infrastructure projects from award through final closeout.

Position Summary

Zion Contracting is seeking a Construction Project Manager with extensive hands-on knowledge of construction and significant experience managing public infrastructure projects for New York State and New York City agencies.

This is a construction-focused Project Manager position, not an administrative project-management role.

The successful candidate must have a strong understanding of how construction work is actually performed in the field, including means and methods, sequencing, subcontractor coordination, labor and equipment productivity, constructability, procurement, scheduling, cost control, change management, and contract requirements.

Candidates should have experience working on projects for NYS and NYC public agencies, preferably including MTA, NYCT, LIRR, Metro-North, TBTA, NYCDOT, DDC, or similar agencies.

The Construction Project Manager will be responsible for the overall management, financial performance, schedule, coordination, and successful completion of assigned projects.

Key Responsibilities

  • Manage public infrastructure construction projects from award through final completion and closeout.
  • Coordinate along Superintendent and foreman day to day operation of the project.
  • Maintain overall responsibility for project cost, schedule, quality, safety, contractual performance, and profitability.
  • Understand and evaluate construction means and methods, sequencing, constructability, manpower, equipment, and production requirements.
  • Work closely with Superintendents and field personnel to plan and execute construction activities.
  • Review contract documents, drawings, specifications, estimates, bid assumptions, and project requirements.
  • Develop and maintain project budgets, cost forecasts, and cost-to-complete projections.
  • Track labor, materials, equipment, subcontractor costs, committed costs, and project productivity.
  • Identify potential cost overruns and schedule problems early and develop corrective actions.
  • Manage subcontractors and vendors, including scope coordination, procurement, performance, schedule, and change management.
  • Manage RFIs, submittals, shop drawings, procurement logs, and project documentation.
  • Identify changes and additional work and ensure that change orders are documented, priced, submitted, tracked, negotiated, and collected.
  • Prepare and review owner requisitions and subcontractor payment applications.
  • Coordinate with project scheduling personnel to maintain baseline schedules, monthly updates, look-ahead schedules, and recovery plans.
  • Monitor long-lead materials, fabrication, and procurement to ensure materials are available when required.
  • Lead project meetings with owners, agency representatives, consultants, subcontractors, and internal personnel.
  • Maintain professional working relationships with NYS and NYC agency representatives.
  • Understand public-agency contract requirements, documentation procedures, approvals, change-order processes, and project controls.
  • Prepare and review project correspondence and protect Zion's contractual rights regarding changes, delays, differing conditions, and other impacts.
  • Maintain documentation necessary to support change orders, time extensions, and claims.
  • Coordinate testing, inspections, commissioning, punch lists, turnover documentation, and project closeout.
  • Provide executive management with clear reporting regarding schedule, financial performance, field progress, risks, pending changes, procurement issues, and required decisions.

Required Qualifications

  • 5+ years of Construction Project Management experience.
  • Extensive knowledge of construction means, methods, sequencing, field operations, and project execution.
  • Significant experience with public infrastructure construction projects for New York State and/or New York City agencies.
  • Experience with heavy civil, transportation, infrastructure, rehabilitation, or other complex public construction.
  • Strong understanding of construction contracts, drawings, specifications, scheduling, cost control, procurement, and change-order management.
  • Ability to read and fully understand construction plans, specifications, details, and contract requirements.
  • Demonstrated ability to manage subcontractors, field operations, and multiple trades.
  • Strong financial understanding of project budgets, forecasting, cost-to-complete, productivity, and profitability.
  • Experience identifying, documenting, pricing, and managing additional work and change orders.
  • Ability to independently identify problems, develop solutions, and make construction decisions.
  • Strong written and verbal communication skills.
  • Strong organizational and documentation skills.

Preferred Qualifications

  • Direct experience with MTA, NYCT, LIRR, Metro-North, TBTA, NYCDOT, DDC, NYSDOT, or other NYS/NYC agencies.
  • Experience managing public infrastructure projects valued at $10 million or greater.
  • Experience with Primavera P6.
  • Familiarity with Oracle Primavera Unifier.
  • Experience with public works change orders, claims, delays, and contract administration.
  • Experience with union trades and New York prevailing-wage requirements.

Bachelor's degree in Civil Engineering, Construction Management, Engineering, or a related field.
