Jail-Based Competency Restoration (JBCR) Program Coordinator
Job Summary
Under the supervision of the Director of Forensic Services, the JBCR Program Coordinator oversees the coordination, implementation, and clinical management of competency restoration services within the Tom Green County Detention Center. This role delivers evidence-based, recovery-oriented interventions to support justice-involved individuals with serious mental illness and co-occurring disorders in achieving competency restoration.
Key Responsibilities
- Deliver direct clinical services including individual competency psychoeducation, structured skills training, and symptom management.
- Coordinate program operations across complex multi-system partnerships involving courts, defense attorneys, jail administrators, and forensic stakeholders.
- Provide clinical oversight and consultation to assigned JBCR staff to ensure consistent quality and program fidelity to state standards.
- Manage clinical documentation by producing timely progress notes, treatment plans, and specialized court-ordered evaluations.
- Direct discharge and continuity planning to link participants safely to community mental health services, housing, and social supports upon release.
- Track and evaluate outcomes by gathering data on admissions, program utilization, and legal competency success rates.
- Intervene in crisis situations inside the jail setting using trauma-informed de-escalation practices.
Job Requirements
- Master’s or Doctoral degree in Social Work, Counseling, Psychology, Marriage & Family Therapy, or a related behavioral health field.
- Active professional licensure in Texas (e.g., LCSW, LPC, LMFT, Licensed Psychologist, or RN with a psychiatric specialty).
- Minimum of 2–3 years of clinical experience working with populations experiencing serious mental illness.
- Active training certifications in PMAB (Prevention and Management of Aggressive Behavior) and CPR/First Aid.
- Clear background checks required for secure jail entry and a valid Texas Driver’s License.
Preferred Qualifications
- Direct forensic behavioral health experience or background working inside correctional settings.
- Functional knowledge of Texas forensic statutes and state mental health court processes.
- Illness Management and Recovery (IMR) framework certification.
SHIFT
Monday through Friday, 8 a.m.– 5 p.m. and on-call.
