Job Title: Substation Quality Control Representative

Job Description

The Substation Quality Control Representative oversees quality, production, and reporting for a multi‑year substation construction program on a major utility system in Texas, supporting additional substation and distribution projects in the broader region. This role leads and drives subcontractor crews in the field to construct high‑voltage substations in accordance with safety, quality, and contract requirements, while maintaining accurate documentation and standardized reporting throughout the construction and commissioning phases.

Responsibilities

  • Lead and coordinate subcontractor crews in the field to construct substation facilities in accordance with project plans, specifications, and standards.
  • Drive subcontractor performance to meet production goals, quality expectations, and schedule milestones across multiple substation and distribution projects.
  • Oversee all aspects of construction quality control for substation projects, ensuring work complies with applicable codes, standards, and client requirements.
  • Monitor daily construction activities for electrical distribution, power delivery, and substation construction to confirm proper installation and workmanship.
  • Implement and enforce QA/QC processes, including inspections, testing, and documentation of construction activities and results.
  • Ensure subcontractors execute work in strict accordance with safety policies and procedures, promoting a safe work environment at all times.
  • Manage construction documentation, including drawings, reports, logs, and quality records, keeping them accurate, complete, and up to date.
  • Prepare and submit regular progress and quality reports, capturing production status, issues, risks, and corrective actions in a clear and timely manner.
  • Support change management and risk management processes by identifying potential issues early and communicating them to the project team.
  • Coordinate and conduct construction meetings with subcontractors and project stakeholders to review status, resolve issues, and align on next steps.
  • Maintain effective communication with the broader project team and stakeholders, providing standardized reporting and updates throughout the project lifecycle.
  • Assist in managing contract compliance for subcontractors, ensuring work aligns with contractual obligations and project requirements.
  • Contribute to transmission and t‑line related work as needed, particularly where it interfaces with substation and distribution construction.
  • Promote and uphold a culture of safety, quality, and accountability across all field activities.
  • Support long‑term project planning by providing feedback on performance, resource needs, and upcoming work within the utility’s expanding footprint.

Essential Skills

  • Demonstrated experience in substation construction quality control, with a strong understanding of QA/QC processes and standards.
  • Hands‑on experience in electrical distribution and power delivery construction, including field oversight of crews and work activities.
  • distribution construction management, with the ability to lead and drive subcontractor performance in the field.
  • Proficiency in reading, interpreting, and working from construction documents, including drawings, specifications, and standards.
  • Strong computer skills for managing documentation, reporting, and communication with the project team and stakeholders.
  • Excellent reporting skills, including the ability to produce clear, accurate, and standardized construction and quality reports.
  • Experience overseeing construction subcontractors during construction and commissioning phases, ensuring compliance with safety, quality, contract, and schedule requirements.
  • Ability to manage safety, quality, reporting, change management, risk management, and schedule requirements simultaneously in a fast‑paced field environment.
  • Effective communication skills for coordinating with project teams, subcontractors, and stakeholders, and for conducting construction meetings.
  • Capability to work extended hours in the field, maintaining attention to detail and quality under demanding schedules.

Additional Skills & Qualifications

  • Prior experience working on projects within the Entergy system is highly valued.
  • Experience with distribution work for major utilities, particularly where long‑term, multi‑project programs are involved.
  • Prior expderience in construction management and project management for electrical, substation, transmission, or power delivery projects.
  • Familiarity with transmission and t‑line construction and how it interfaces with substation and distribution facilities.
  • Strong safety mindset and experience implementing safety practices on active construction sites.
  • Ability to handle multi‑year project commitments and adapt to evolving scopes and multiple concurrent projects.
  • Comfort working with standardized reporting tools and processes to support project controls and stakeholder communication.

Work Environment

This is a field‑based role on a large substation construction project, with daily work performed outdoors at active utility construction sites. The individual works primarily in the field, pushing and coordinating the work of subcontractor crews and spending significant time on site rather than in an office setting. The typical schedule consists of 10‑hour workdays, five days per week (5x10s), with a base expectation of 50+ hours per week and the likelihood that hours will increase as project demands grow. Standard per diem and field expense guidelines apply, and additional information on per diem and field expenses is provided separately. Holidays and paid time off are available and are billed back in accordance with project guidelines. The utility’s footprint is expanding, and multiple projects have already been awarded for future years, offering the potential for long‑term, ongoing project work for strong performers. The environment emphasizes safety, quality, and performance, with regular coordination among subcontractors, project teams, and stakeholders.
