General Overview
Resilient Support Services (RSS) is a certified Service-Disabled Veteran-Owned business. We are a general contractor seeking an experienced Construction Estimator/Project Manager to oversee a variety of construction projects from initiation through closeout. This role owns the full project lifecycle — responding to bids, sourcing subcontractors and vendors, developing estimates, tracking deliveries and schedules, and reconciling final project costs. The ideal candidate is highly organized, detail-oriented, and well-versed in project management methodology, with a track record of meeting deadlines and managing budgets from bid through final closeout.
As RSS is a general contractor, this role can best be described as a materials bidding/procurement and supplier/sub-contractor management role.
Responsibilities
Estimating & Pre-Construction
%CF; Read and interpret quotes, proposals, and construction documents from vendors and subcontractors
%CF; Define project scope and identify subcontractors required to fulfill project requirements
%CF; Develop a construction estimate based on a material takeoff (MTO)
%CF; Obtain multiple competitive quotes for each resource and select the most suitable offers
%CF; Prepare detailed project estimates including cost, schedule, and contract requirements
%CF; Present estimates and bids to managment for review to ensure accuracy and completeness
%CF; Develop knowledge of bidding risks and strategies, and perform risk assessments to account for potential deviations from the project plan
Vendor & Subcontractor Management
%CF; Develop and maintain relationships with suppliers and subcontractors
%CF; Negotiate with subcontractors and vendors, including seasoned sales personnel, to secure profitable and accurate contracts
%CF; Order materials and equipment through appropriate channels
%CF; Track subcontractor performance and material deliveries against the project schedule
Project Management
%CF; Lead assigned projects from initiation through completion
%CF; Adhere to construction schedules; meet project deliverables and milestones
%CF; Manage resources such as construction materials, labor, and equipment
%CF; Monitor project costs throughout construction to ensure adherence to budget
%CF; Prepare project submittals, submit RFIs, and prepare change orders as needed
%CF; Oversee the performance of subcontractors, site manager, and other project team members
%CF; Ensure health and safety standards are met on all projects
%CF; Create status reports for project stakeholders and allocate resource logistics
Project Closeout & Vendor Reconciliation
%CF; Manage the project closeout process, including final walkthroughs, punch lists, and completion documentation
%CF; Reconcile subcontractor and vendor invoices against contracted and estimated costs, resolving discrepancies prior to final payment
%CF; Reconcile purchase orders and change orders against final vendor billing to confirm accuracy
%CF; Collect final lien waivers, warranties, and closeout documentation from subcontractors and vendors
%CF; Prepare a final project cost reconciliation report comparing actual costs to the original estimate
%CF; Coordinate with Accounts Payable/Receivable to ensure all vendor accounts are reconciled, invoiced, and closed out
%CF; Archive project and vendor documentation in accordance with company recordkeeping standards
General
%CF; Work with Accounts Receivable to bill and collect payment
%CF; Approximately 90% of work performed in office
%CF; Perform other related duties as required or assigned by supervisor

Education & Training
%CF; Bachelor's degree in architecture, civil engineering, construction management, a related field, or commensurate experience
Work Experience
%CF; 3+ years of project management experience in the construction industry or a construction specialty
%CF; 3+ years of construction estimating experience
%CF; Construction management experience overseeing budgets and schedules
%CF; Experience with project closeout and vendor/subcontractor invoice reconciliation preferred
%CF; Prior experience managing a construction site is a plus
%CF; Experience leading a construction crew is preferable
%CF; Proven risk management experience in construction projects
