Major Duties and Responsibilities

  • Operate and maintain high-pressure steam boilers and associated auxiliary equipment.
  • Monitor boiler operations continuously to maintain safe, efficient, and reliable steam production.
  • Operate fire-tube and water-tube boilers fueled by natural gas, fuel oil, or a combination of fuels.
  • Maintain compliance with applicable local air pollution laws and regulations.
  • Perform preventive maintenance, troubleshooting, and repairs on boiler plant equipment.
  • Operate electrical and electronic feed-water pumps, condensate pumps, water softeners, fuel oil pumps, air compressors, reverse osmosis systems, emergency generators, combustion controls, burner management controls, flow meters, gauges, thermometers, oxygen meters, pressure regulators, sump pumps, microprocessor controls, and electronic recorders.
  • Operate boilers while maintaining appropriate steam pressure and combustion efficiency.
  • Troubleshoot mechanical, electrical, electronic, and pneumatic systems.
  • Interpret electrical, mechanical, and electronic drawings, specifications, and schematics.
  • Repair and maintain single- and multiple-fuel boilers and associated auxiliary and pollution-control equipment.
  • Maintain fuel delivery systems, induced-draft fans, conveyor belts, preheaters, feeders, de-aerating equipment, water-treatment equipment, economizers, and air compressors.
  • Operate and monitor computerized boiler controls and electronic industrial control systems.
  • Use hand tools, multimeters, electrical power tools, and other testing equipment.
  • Determine when to add or secure boilers based on heating and steam-load requirements.
  • Maintain equipment for maximum cost effectiveness and operating efficiency.
  • Maintain steam pressure at the minimum level necessary for connected loads.
  • Support steam conservation activities and identify and report steam and condensate leaks.
  • Implement steam load-shedding procedures during boiler plant emergencies.
  • Identify and prioritize critical loads during reduced steam-generation capacity.
  • Test and adjust electronic, hydraulic, and pneumatic controls.
  • Monitor gauges, meters, detectors, recorders, boiler water-level indicators, and computerized and analog displays.
  • Identify abnormal operating conditions and respond to safety or danger signals.
  • Test feed water, boiler water, and condensate using standard chemical testing procedures.
  • Determine appropriate water-treatment actions and chemical requirements.
  • Control chemical concentrations and remove impurities and entrapped gases.
  • Operate and test boiler safety devices, including flame-extinction, automatic re-ignition, low-water cut-out, high-pressure cut-out, purge, and combustion-monitoring systems.
  • Perform mechanical maintenance and repairs of limited to moderate complexity.
  • Perform basic electrical repairs when required.
  • Operate emergency electrical generators when the primary utility power source is unavailable.

Special Additional Responsibilities

  • Become trained and qualified to operate boilers at the Palo Alto, Menlo Park, and Livermore VAPAHCS locations.
  • Provide continuous monitoring of assigned boiler plants and remain in the plant during the assigned shift.
  • Serve as the Operator in Charge when assigned.
  • Work independently during night shifts, weekends, and holidays on a rotating basis.
  • Perform independently for approximately 75–80% of assigned shifts after accounting for scheduled leave.
  • Follow written instructions provided by supervisors or the previous shift's Operator in Charge.
  • Provide complete shift handoffs, including operational issues, problems encountered, and corrective actions taken.
  • Respond to emergency facility calls after normal working hours, weekends, and holidays.
  • Perform first-response actions and address urgent facility issues.
  • Exercise sound judgment and creativity when addressing problems that may extend beyond normal boiler plant duties.

Required Skills and Competencies

  • Comprehensive knowledge of boiler plant operations and their interrelationships.
  • Knowledge of high-pressure steam generation, combustion, and heat-transfer principles.
  • Knowledge of fire-tube and water-tube boilers.
  • Knowledge of single- and multiple-fuel boiler systems.
  • Ability to operate boilers from cold start through normal operation and hot or emergency shutdown.
  • Ability to stabilize boiler systems when another boiler experiences an operational failure.
  • Thorough knowledge of mechanical, electromechanical, and pneumatic principles.
  • Working knowledge of electronics for maintaining and repairing power boilers and auxiliary equipment.
  • Knowledge of automatic and semiautomatic boiler-management systems.
  • Ability to troubleshoot, maintain, repair, and replace defective equipment and components.
  • Ability to identify electronic control problems and determine repair requirements.
  • Ability to interpret mechanical, electrical, and electronic drawings and schematics.
  • Ability to operate stationary and industrial power equipment.
  • Experience using testing equipment such as pyrometers, ohmmeters, flow meters, and multimeters.
  • Ability to read and analyze gauges, meters, recorders, analog displays, and computer-generated data.
  • Ability to make individual and sequential adjustments to controls and equipment to maintain efficient operation.
  • Thorough knowledge of water-treatment procedures and water analysis.
  • Knowledge of water-treatment equipment and systems.
  • Understanding of chemical and physical characteristics of sulfur-containing fuels.
  • Understanding of combustion-related chemical reactions and the relationship between fuel quality and combustion efficiency.
  • Knowledge of pollution-control equipment and systems.
  • Ability to work independently and make operational decisions in emergency situations.

Licensing and Training

  • Boiler Operator's License is preferred but not mandatory.
  • Must successfully complete the Safe Steaming training module through the VA Talent Management System (TMS) upon starting work.
