McBride Consulting has an exciting opportunity for a Program Manager SME (Principal) supporting the Air Force Life Cycle Management Center/PEO Electronic Systems Directorate (AFLCMC/HB) within the HBU Force Protection Division at Hanscom AFB.


Program management support will assist Government Program Managers in meeting guidance in FAR, DoDI 5000.02, AFI 63-101_20-101, AFPAM 63-128, and other applicable regulations. Support includes acquisition reporting, program planning, contract execution, risk management, and compliance with statutory and regulatory requirements for ACAT I, II, and III programs.

Responsibilities:

In this Advisory and Assistance Services (A&AS) role, you will provide expert-level support to Department of Defense (DoD) programs by assisting government leadership with decision-making, planning, and execution throughout the acquisition lifecycle. You will apply your technical and/or professional expertise to ensure compliance with applicable policies and regulations, contribute to mission success, and help deliver critical capabilities to the warfighter.


Duties include, but not limited to:

  • Plan, research, analyze, and assess projects to recommend strategies meeting cost, schedule, and performance objectives.

  • Support cost and schedule reduction activities for acquisition and development efforts.

  • Provide acquisition support to Program Managers and IPT Leads to maintain acquisition battle rhythm and deliver warfighter capability.

  • Support program leadership in contract execution, program health analysis, and acquisition strategy development.

  • Assist in developing RFP inputs, including SOWs, SRDs, CDRLs, and acquisition reports.

  • Review acquisition documentation for compliance with DoDI 5000.02, AFI 63-101_20-101, and AFPAM 63-128.

  • Prepare and update acquisition reports, including MARs, SARs, DAES, APBs, and risk management plans.

  • Support implementation of acquisition processes with Government and prime contractors.

  • Provide program management guidance under DoD and AF directives and acquisition frameworks.

  • Support risk management planning, analysis, and monitoring of contractor risk processes.

  • Review and track prime contractor deliverables, schedules, and integration plans.

  • Assist with source selection documentation, evaluation criteria, and RFP development.

  • Support operational planning, capability development, event execution, testing, and mission planning environments.

  • Prepare funding documentation and financial execution reports using CCaR, IDECS, EDA, and other DoD systems.

  • Correlate EVM cost performance analysis with program IMS deliverables.

  • Advise program leadership on acquisition policy, best practices, and process improvement opportunities.

  • Prepare briefings, graphics, reports, and milestone review documentation for senior leadership.



Requirements


Qualifications:


Citizenship: Must be a US citizen


Minimum Required Qualifications

Clearance: Must have an Active Secret Clearance

Education: Bachelor’s Degree in a related field and 25 years of experience, with 15 years in the DoD

  • OR 30 years of directly related experience with proper certifications, with 20 years in the DoD

Preferred Qualifications

Education: Master’s or Doctorate Degree in a related field and at least 20 years of experience, with 12 years in the DoD

  • Familiarity with cloud-based systems, Agile methods, CI/CD, DevSecOps, and DevOps principles.

  • Knowledge of qualitative and quantitative techniques for acquisition program evaluation.

  • Experience supporting Urgent Capability Acquisitions and Middle Tier of Acquisition programs IAW DoDI 5000.80 and 5000.81.

Technical Skills
  • Acquisition planning, reporting, and documentation compliance

  • Risk management planning and execution

  • RFP development and contract execution support

  • Use of DoD acquisition systems (CCaR, IDECS, EDA)

  • EVM analysis and milestone reporting

Interpersonal Skills
  • Strong oral and written communication for briefings and documentation

  • Ability to coordinate across multiple stakeholders and organizations

  • Leadership skills to provide guidance on acquisition policy and process improvement

  • Collaborative problem-solving and mission-focused decision-making

Location: Onsite, Hanscom AFB, Bedford, MA

Travel: Travel may be required at the customer’s discretion
