We are looking for an experienced Human Resources Manager to come onsite to provide hands-on support for an organization in Millbrae, California. This 3-6 months long contract position will focus on stabilizing, organizing, and building a sustainable HR infrastructure, improving compliance practices, and building practical processes that support both employees and leadership. The role is well suited for someone with union experience who can work independently, guide managers through employee matters, and create structure in an environment where HR foundations are being refined.


Responsibilities:

• Conduct a thorough assessment of HR records, workplace policies, and personnel documentation to identify gaps and bring materials up to date.

• Oversee compliance with California labor regulations, wage and hour standards, and collective bargaining obligations where applicable.

• Refresh the employee handbook and related policy documents to align with current legal requirements and organizational needs.

• Review payroll practices, time tracking, leave and accrual administration, and connected HR workflows, then recommend and help implement improvements.

• Handle employee relations matters by supporting performance discussions, workplace investigations, disciplinary actions, coaching efforts, and offboarding activities.

• Advise supervisors on consistent policy enforcement, documentation standards, and effective approaches to performance and conduct issues.

• Create and improve HR procedures, tools, and operational frameworks that can scale with the organization over time.

• Assist with talent acquisition activities, including recruiting coordination, interviewing support, hiring processes, onboarding, and workforce planning.

• Work closely with leadership to strengthen engagement, retention, accountability, and overall workplace culture across union and non-union teams.

• Provide day-to-day HR support for an employee population of approximately 85 and contribute to finance-related activities such as budgeting, reporting, or accounting coordination when needed.

• 10+ years of progressive human resources experience, including substantial exposure to California employment practices and compliance.

• Strong command of employee relations, performance management, investigations, corrective action, and policy documentation.

• Demonstrated success updating or rebuilding HR policies, procedures, and operational infrastructure in a hands-on environment.

• Knowledge of payroll, benefits administration, HRIS tools, audits, and broader HR compliance processes.

• Experience supporting both union and non-union workforces is preferred, including familiarity with labor-related considerations.

• Background in union environments and have worked in hospitality, hotel, restaurant, private club, or another service-oriented industry is strongly preferred.

• Ability to operate independently with a practical, organized, and service-minded approach while partnering effectively with managers and leaders.

• Additional exposure to month-end close, financial reporting, budgeting, or accounting oversight is a strong plus.
