HCV/SECTION 8 COUNTY COORDINATOR


POSITION SUMMARY

The Housing Choice Voucher (HCV) County Coordinator manages day-to-day administration of the Section 8 Housing Choice Voucher Program within an assigned county or service area. This role serves as the primary point of contact for clients, landlords, and community partners while ensuring compliance with HUD regulations and organizational policies. The Coordinator supports families in securing and maintaining safe, affordable housing and helps ensure efficient program operations.


ESSENTIAL FUNCTIONS

  • Case Management & Client Services
  • Conduct client briefings, intake appointments, and eligibility screenings.
  • Guide participants through the voucher process from issuance to lease-up.
  • Maintain ongoing communication with program participants to support housing stability.
  • Assist clients in understanding program rules, responsibilities, and deadlines.
  • Provide referrals to supportive services, community resources, and self-sufficiency programs.
  • Address participant concerns and resolve routine program issues.


Landlord & Community Relations

  • Serve as a primary liaison to landlords and property managers in the assigned county.
  • Recruit and retain landlords to expand housing opportunities.
  • Educate landlords on program requirements, inspections, and payment processes.
  • Respond to landlord inquiries and assist with problem resolution.


Program Administration & Compliance

  • Ensure program activities comply with HUD regulations, policies, and procedures.
  • Process voucher issuance, reexaminations, and interim changes.
  • Coordinate Housing Quality Standards (HQS) inspections and follow-ups.
  • Monitor lease-up timelines and support timely housing placements.
  • Maintain accurate and complete case files.


Documentation & Data Management

  • Enter and maintain accurate data in the housing management system.
  • Track participant status, deadlines, and required documentation.
  • Prepare reports and assist with program monitoring and audits.
  • Protect client confidentiality and follow all privacy requirements.


Collaboration & Program Support

  • Participate in team meetings, trainings, and case reviews.
  • Represent the organization at local housing and community meetings
  • Support outreach and education efforts within the assigned county.
  • Perform related duties to support program operations and the organization’s mission.
  • Contributes to special projects and evolving business needs.


REQUIREMENTS

  • High School education or equivalent GED
  • Proficient in Microsoft Office products: Word, Excel, PowerPoint, Access, Outlook.
  • Ability to develop, interpret, and apply policies, procedures, and guidelines.
  • Strong organizational and multitasking skills.
  • Excellent communication and interpersonal skills.
  • Valid Driver’s License and reliable transportation.
  • Knowledge of general office practices and procedures.


INDEPENDENT ACTIONS AND JUDGEMENT

Actions are controlled by Community Action policies and procedures, and by-laws governing non-profit organizations.


WORKING RELATIONSHIP

Work with all levels of management, Community Action personnel, and general public. Position demands high levels of courtesy, diplomacy and tact.


WORKING CONDITIONS

Work is performed in a standard office environment. May be required to work, beyond regular office hours to meet deadlines and the needs of the population the organization serves
