Highlands Rehabilitation & Healthcare Center – Mountain Top, PA
Full-Time | Monday–Friday | 8:00 AM – 4:30 PM (Occasional Weekends)

Highlands Rehabilitation & Healthcare Center is seeking an experienced Human Resources Director to lead HR operations in our long-term care and short-term rehabilitation facility. Position Summary

The Human Resources Director is responsible for overseeing all HR functions within the facility, ensuring compliance with federal, state, and corporate regulations while supporting a positive workplace culture. This role works closely with the Administrator and department leaders to recruit, retain, and support qualified staff to deliver exceptional resident care.

Key Responsibilities

Recruitment & Staffing

  • Manage full-cycle recruitment (job postings, screening, interviews, onboarding)

  • Partner with department heads to identify staffing needs

  • Verify credentials, references, background checks, and employment eligibility (I-9 compliance)

  • Coordinate pre-employment screenings and physicals

  • Ensure Nurse Aide Registry verifications are completed timely

Employee Relations & Performance Management

  • Counsel and discipline employees as needed in accordance with company policy

  • Conduct investigations, manage grievances, and support conflict resolution

  • Maintain attendance and disciplinary records

  • Conduct exit interviews and manage unemployment claims

  • Foster a positive employee relations program and workplace culture

Compliance & Regulatory Oversight

  • Ensure compliance with ADA, OSHA, FMLA, HIPAA, EEOC, and state/federal labor laws

  • Maintain personnel files and HR documentation systems

  • Support survey readiness and knowledge of Plans of Correction (2567)

  • Participate in Quality Assurance and facility committees

  • Maintain Affirmative Action plans as required

Training & Development

  • Coordinate employee orientation and in-service training programs

  • Support department managers in performance evaluations

  • Promote continuing education and professional development

  • Ensure compliance with mandatory training requirements

Administration & Reporting

  • Maintain accurate HR records and statistical reports

  • Monitor Workers’ Compensation claims

  • Assist with budgeting and cost-effective HR operations

  • Report directly to the Administrator and Regional HR leadership

Qualifications

  • High School Diploma or equivalent required

  • Associate’s or bachelor’s degree in human resources, Business Administration, or related field preferred

  • Minimum 2 years of HR experience in a healthcare, long-term care, or skilled nursing facility required

  • Strong knowledge of employment law and HR compliance regulations

  • Experience with recruitment, employee relations, and personnel file management

  • Valid Pennsylvania ID

  • Ability to maintain confidentiality and professionalism

  • Strong communication and organizational skills

  • Ability to lift up to 30 lbs.
