Highlands Rehabilitation & Healthcare Center – Mountain Top, PA
Full-Time | Monday–Friday | 8:00 AM – 4:30 PM (Occasional Weekends)
Highlands Rehabilitation & Healthcare Center is seeking an experienced Human Resources Director to lead HR operations in our long-term care and short-term rehabilitation facility. Position Summary
The Human Resources Director is responsible for overseeing all HR functions within the facility, ensuring compliance with federal, state, and corporate regulations while supporting a positive workplace culture. This role works closely with the Administrator and department leaders to recruit, retain, and support qualified staff to deliver exceptional resident care.
Key Responsibilities
Recruitment & Staffing
Manage full-cycle recruitment (job postings, screening, interviews, onboarding)
Partner with department heads to identify staffing needs
Verify credentials, references, background checks, and employment eligibility (I-9 compliance)
Coordinate pre-employment screenings and physicals
Ensure Nurse Aide Registry verifications are completed timely
Employee Relations & Performance Management
Counsel and discipline employees as needed in accordance with company policy
Conduct investigations, manage grievances, and support conflict resolution
Maintain attendance and disciplinary records
Conduct exit interviews and manage unemployment claims
Foster a positive employee relations program and workplace culture
Compliance & Regulatory Oversight
Ensure compliance with ADA, OSHA, FMLA, HIPAA, EEOC, and state/federal labor laws
Maintain personnel files and HR documentation systems
Support survey readiness and knowledge of Plans of Correction (2567)
Participate in Quality Assurance and facility committees
Maintain Affirmative Action plans as required
Training & Development
Coordinate employee orientation and in-service training programs
Support department managers in performance evaluations
Promote continuing education and professional development
Ensure compliance with mandatory training requirements
Administration & Reporting
Maintain accurate HR records and statistical reports
Monitor Workers’ Compensation claims
Assist with budgeting and cost-effective HR operations

Report directly to the Administrator and Regional HR leadership
Qualifications
High School Diploma or equivalent required
Associate’s or bachelor’s degree in human resources, Business Administration, or related field preferred
Minimum 2 years of HR experience in a healthcare, long-term care, or skilled nursing facility required
Strong knowledge of employment law and HR compliance regulations
Experience with recruitment, employee relations, and personnel file management
Valid Pennsylvania ID
Ability to maintain confidentiality and professionalism
Strong communication and organizational skills
