Location: Chester, VA
Pay Range: $50.00/hr- $60.00/hr
Per diem available if a traveler

Diversified Safety Services is seeking an experienced Energy Marshal to join our team and support a project in Chester, VA. This role offers the opportunity to play a critical role in driving a culture of safety, ensuring compliance, and fostering a proactive approach to workplace health and safety on a large-scale, high-visibility project

Key Responsibilities
  • Comprehensive oversight and administration of the Energy Marshal Program (Electrical).
  • Works closely with the Electrical Trade Partner, Cx Team, EHS Team and Client to ensure safe and reliable outcomes of electrical activities.
  • Ensure procedures are being executed properly.
  • Identify hazards in the field and work with appropriate staff to eliminate hazards.
  • Provide training for staff on identification of hazards and mitigation measures.
  • Review and accept all LOTO plans
  • Review energization schedules to ensure Step-By-Step (SBS) and Lock Out / Tag Out (LOTO) plans are in place prior to work being executed.
  • Attend daily Cx meeting to track startup progress and verify SBS and LOTO plans are ready.
  • Review 3rd party vendor SBS's for NFPA-70E compliance.
  • Verifies Trade Partner (TP) Lock Out/Tag Out (LOTO) Programs are in place, understood by participants, and perform periodic field inspections to ensure personnel are locking out properly and following all protocols.
  • Verifies that SOWs which include energy management activities are supervised by an assigned Energy Deputy (ED) or the EM.
  • Performs regular assessments of Energy Management Training and Program implementation on the project.
  • Reviews and approves all energy management permits.
  • Implements a process that does not allow energized work except as permitted per NFPA 70E.
  • Reviews all Energized Electrical Work (EEW) permits for > or = to 50V which includes, but not limited to, low voltage for controls, ATSs, PDUs including vendor control work.
  • Verifies all Step-by-Step (SBS) processes on work permits are appropriate to the task and approved, prior to commencing work.
  • Performs SBS review and approval for all FTE (First Time Energizations) of electrical gear.
  • Reviews and approves startup procedures for all mechanical gear.
  • Tracks turnover of gear to various subs and vendors.
  • Coordinates and approves all de-energization and re-energization of equipment.
  • Coordinates with Client on all shutdowns of breakers in turned-over spaces affecting equipment in non-turned over spaces.
  • Verifies that all energized rooms/systems have a controlled access process in place.
  • Verifies that competent and qualified persons are designated and trained, by their respective employer, for all high-risk activities (Live-Dead-Live (LDL), LOTO, infrared scanning, etc.) and training is current.
  • Audit and approve trainings for site specific energy management processes (LOTO, electric room access, substation access, etc.)
  • Provide training to appropriate parties as required for site specific energy management processes.
  • Verifies accurate and up-to-date single lines are in place and work is tracked accordingly (LOTO and Energized status).
  • Verifies all processes and procedures are in place and meet established criteria prior to startup, commissioning (Cx) activities, switching activities, etc.
  • Participate in Cause Analysis (formerly known as Root Cause Analysis) events and prepare the associated report for Client.
  • Track corrective actions associated with energy management related Cause Analysis.
  • Perform job walks to evaluate electrical hazards.
  • Audit certification for Electrical Test Equipment and Electrical PPE.

Qualifications
  • 3+ years of hands-on construction safety experience.
  • Previous experience as a Energy Marshal or Electrician is preferred
  • NFPA 70E is required
  • LOTO is required
  • Strong working knowledge of OSHA guidelines, regulations, and safety programs.
  • Ability to produce clear reports, develop procedures, and implement effective safety solutions.
  • Excellent hazard recognition, data analysis, and risk assessment skills.
  • Strong organizational, leadership, and communication abilities.
  • Professional presence on-site and ability to lead teams through incidents or emergencies with composure.
