Job Summary

We are seeking a Communications Compliance Specialist to support accessibility and digital communications initiatives for the Indiana Department of Health. The ideal candidate will have experience in technical writing, digital communications, web content, accessibility compliance, and plain-language content development.

This position will focus on reviewing and improving state health forms, documents, PDFs, websites, and digital content to ensure compliance with WCAG 2.1 Level AA accessibility standards. The successful candidate will work closely with program teams and web teams to identify accessibility issues, recommend improvements, remediate content, and monitor compliance progress.

Key Responsibilities

  • Review state health forms, documents, PDFs, and web content for compliance with WCAG 2.1 Level AA standards.
  • Identify accessibility issues related to document structure, semantic tagging, color contrast, alternative text, headings, links, tables, and screen-reader compatibility.
  • Rewrite and edit content using plain-language principles while maintaining accuracy and accessibility.
  • Collaborate with program areas, web teams, and other stakeholders to remediate inaccessible digital and document content.
  • Review and improve HTML content, PDFs, forms, and interactive digital materials for accessibility.
  • Use accessibility testing and remediation tools such as WAVE, Axe, Adobe Acrobat Accessibility Checker, or similar tools.
  • Conduct quality assurance reviews to verify that accessibility corrections have been properly implemented.
  • Track accessibility remediation activities, project milestones, deliverables, and outstanding issues.
  • Monitor project progress and identify potential risks or delays.
  • Provide guidance, training, and best-practice recommendations to staff involved in content development and publishing.
  • Prepare documentation and reports summarizing accessibility improvements, outstanding compliance issues, and recommendations.
  • Support the development of long-term accessibility and digital communication practices.
  • Stay current with WCAG standards, accessibility requirements, state guidelines, and industry best practices.

Required Qualifications

  • 2+ years of experience in technical writing, digital communications, web content, or a related field.
  • 2+ years of experience with WCAG 2.1 Level AA compliance.
  • 2+ years of experience using accessibility testing tools, such as WAVE, Axe, Adobe Acrobat Accessibility tools, or similar.
  • 2+ years of experience creating plain-language content.
  • Strong writing, editing, proofreading, and communication skills.
  • Strong understanding of accessible digital communications and document accessibility.
  • Knowledge of document tagging, semantic structure, alternative text, and screen-reader compatibility.
  • Proficiency with Microsoft Word, Adobe Acrobat, and other common computer applications.
  • Strong attention to detail and problem-solving skills.
  • Ability to manage multiple assignments, deadlines, and priorities.
  • Ability to collaborate effectively with program teams, technical teams, and other stakeholders.

Preferred Qualifications

  • Experience with project tracking, progress monitoring, and deadline management.
  • Experience with Content Management Systems (CMS) and web publishing workflows.
  • Experience working in government, public health, healthcare, or other regulated environments.
  • Experience evaluating and remediating content for WCAG 2.1 compliance.
  • Familiarity with HTML accessibility and accessible web publishing practices.
  • Accessibility certification such as CPACC or WAS.
  • Experience with Adobe Acrobat accessibility features, WAVE, Axe, or comparable accessibility tools.

In this role, you will help ensure that public-facing health information is accessible, clear, compliant, and easy to understand for all users. You will combine strong communication and editing skills with accessibility knowledge to improve documents, websites, and digital materials used by the Indiana Department of Health.
