MDHA employs over 300 staff members, has a budget of $215 million, and houses approximately 30,000 people, primarily through nearly 8,000 Section 8 Vouchers and over 6,800 apartments, which are mainly Project-Based Rental Assistance (PBRA) units, at 39 properties. MDHA is a housing authority, a community development agency, and a redevelopment agency.


Position Summary

Under the supervision of the HCV Supervisor, responsible for performing a variety of procedures to assist the HCV team in achieving and maintaining high utilization and delivery of housing assistance vouchers to qualified participants through the Housing Choice Voucher (HCV) program. The Leasing Assistant plays an essential role in ensuring a smooth and responsive experience by providing program support, processing documentation, and delivering exceptional customer service.

Duties and Responsibilities


  • Assist HCV Specialists & Inspectors in processes related to intake, leasing and continued occupancy;
  • Receive, process and distribute documents to appropriate specialists for eligibility determination;
  • Communicate with applicants, participants, landlords/owners and co-workers in a manner that is courteous and professional while maintaining confidentiality;
  • Add/update unit information in the software system;
  • Receive and respond timely to general inquiries from tenants and owners;
  • Produce and send appropriate correspondence to tenants and landlords;
  • Develop full knowledge of program requirements necessary for eligibility and continued assistance for rental assistance,
  • Serve as primary point of contact for inspection related questions
  • Obtain Enterprise Income Verification (EIV) or third-party verification of income such as DHS reports for recertifications,
  • Maintain records by adding memos and attaching relevant documents to appropriate files
  • Distributes correspondence (electronic and paper) to the appropriate staff
  • Download the failed inspection report daily and distribute to HCV Program Specialist for abatement of HAP payment.
  • Receive and review HQS self-certifications for compliance; scan, upload, and attach to the file
  • Maintain a professional appearance and attitude;
  • Ability to work with diverse populations and maintain confidentiality
  • Coordinate & work closely with HCV Specialist and Inspectors to ensure proper policies and procedures are followed;
  • Follows required guidelines of handling, filing and disposing of documents securely.
  • Other related duties as necessary.


REQUIRED KNOWLEDGE, SKILLS AND ABILITIES:

Strong organizational and communication skills, ability to maintain courteous communications with program participants and the general public; ability to establish working relationships with co-workers, landlords, service providers, and residents; ability to perform general clerical duties; ability to be detail-oriented, ability to manage their time effectively, resourceful in independently addressing and resolving issues when they arise, and ability to handle multiple tasks.

Technical Skills

Knowledge of the principles and practices of assisted housing and federal, state and local laws and regulations governing rental housing; knowledge of and ability to utilize computer software applications; ability to receive and retain instructions; ability to make good decisions.

Resilience

Ability to perform the duties involved in this classification. Ability to perform work with or without an accommodation that requires sitting, standing, and walking, dexterity of hands and clarity of vision, speech and hearing, and powers of observation; other physical duties as required.

Education, Experience & Other Requirements

High School diploma and at least one (1) year of education in administrative support or a related area, plus five (5) years of experience in administrative support, of which two (2) years of experience in assisted housing or leasing of rental units.
