Affordable Housing Compliance Manager

Position Title: Affordable Housing Compliance Manager
Reports To: Director of Operations / VP of Property Management

Work Arrangement: On-site. Regular, in-person attendance at the employee’s assigned community, office, or other designated Company location is an essential function of this position. This position is not eligible for a remote or hybrid work arrangement, except where otherwise required by applicable law or approved by the Company as a reasonable accommodation.

Position Summary

The Affordable Housing Compliance Manager is responsible for the strategic oversight, quality control, and performance management of affordable housing compliance across a multifamily portfolio. This role leads and supervises Compliance Specialists, ensuring that all certifications, recertifications, third-party submissions, and regulatory reporting are completed accurately and within required deadlines.

The Compliance Manager is accountable for maintaining audit-ready operations, minimizing regulatory risk, and driving a culture of compliance excellence, ownership, and continuous improvement throughout the portfolio.

Leadership & Team Oversight
  • Directly supervise and support Compliance Specialists.
  • Establish clear performance expectations, workload distribution, and accountability standards.
  • Monitor team tracking systems to ensure all recertifications and submissions remain on schedule.
  • Conduct regular file quality assurance reviews to ensure accuracy and consistency.
  • Provide coaching, performance feedback, and professional development support.
  • Escalate high-risk compliance matters to senior leadership when necessary.
Portfolio Compliance Oversight
  • Oversee compliance administration for LIHTC, HUD, HOME, Section 8, and other affordable housing programs.
  • Drive portfolio-wide on-time recertification completion with a target of 100% compliance.
  • Monitor income limits, rent limits, utility allowances, and student eligibility requirements.
  • Maintain centralized compliance tracking systems and reporting dashboards.
  • Identify trends, recurring deficiencies, or systemic risks and implement corrective action plans.
  • Ensure properties remain audit-ready at all times.
Third-Party & Regulatory Management
  • Oversee all third-party compliance file submissions and approval tracking.
  • Ensure completed certification files and supporting documentation are uploaded accurately and within required timeframes.
  • Monitor third-party review status and ensure timely response to corrections and findings.
  • Conduct monthly compliance status meetings with third-party compliance vendorsto review:
    • Pending file approvals
    • Correction trends and recurring deficiencies
    • Recertification pipeline and upcoming deadlines
    • At-risk or escalated files
    • Vendor turnaround times
  • Hold third-party vendors accountable to agreed-upon service levels and response standards.
  • Track vendor performance metrics and escalate concerns when expectations are not met.
  • Serve as primary point of contact for state agencies, investors, syndicators, and regulatory bodies.
  • Oversee audit preparation, response coordination, and corrective action implementation.
Audit & Risk Management
  • Conduct portfolio-level internal audits and quality assurance reviews.
  • Develop and implement corrective action plans for compliance findings.
  • Assess regulatory risk exposure and recommend proactive solutions.
  • Maintain secure, organized, and complete compliance documentation systems.
  • Ensure timely resolution of compliance deficiencies.
Training & Process Improvement
  • Develop and lead compliance training initiatives for on-site and regional teams.
  • Standardize documentation practices and compliance procedures across the portfolio.
  • Implement process improvements to increase efficiency and reduce error rates.
  • Support onboarding of new properties, lease-ups, or program transitions.
  • Monitor regulatory updates and ensure timely implementation of required changes.
Collaboration & Reporting
  • Partner with Operations and Executive Leadership to support compliance strategy.
  • Provide regular compliance performance reports and recertification status updates.
  • Support staffing and resource planning related to compliance operations.
  • Promote cross-functional collaboration and accountability.
Qualifications
  • Bachelor’s degree in Business, Real Estate, Public Administration, or related field preferred.
  • 5+ years of affordable housing compliance experience.
  • Prior supervisory or team leadership experience required.
  • Strong working knowledge of LIHTC, HUD, HOME, Section 8, and other affordable housing programs.
  • Demonstrated success managing recertification deadlines and audit preparation.
  • Experience working with third-party compliance vendors and regulatory agencies.
  • Strong organizational, analytical, and problem-solving skills.
  • Ability to manage multiple priorities across a portfolio.
  • Excellent written and verbal communication skills.
