Job Description
Job Title: Senior Estimator
Introduction
Signature is a general contractor performing multi‐discipline construction
and renovation projects, mainly for federal agencies in the Mid‐Atlantic
region.
Position Description Job Summary
Primary duties are independently preparing detailed construction estimates
for unit price book (UPB) based task orders on indefinite delivery indefinite
quantity contracts. Additionally, will prepare non-UPB based estimates as
needed. The senior estimator is expected to lead coordination efforts with
the estimating and project team and help mentor the team. Typical projects
are in the range of $50,000 to $10,000,000 and with some over $20,000,000.
Duties and Responsibilities
Write scopes of work, perform quantity takeoffs, select appropriate line
items from an UPB, and prepare task order proposals IAW contract
requirements and minimal Owner provided information.
Prepare an estimate of the cost of the work, to include self-perform
work, to determine expected margins in advance of finalizing a task
order award.
Coordinate with design partners and subcontractors when preparing
scopes of work and estimates to ensure accuracy and completeness of
estimate.
Manage communications with the Owner concerning proposals and
change orders.
Review project documents and develop subcontractor scopes of work
for multiple projects at a time. This includes reviewing design narratives
and coordinating with design partners to develop complete scopes of
work on design-build pursuits.
Coordinate with subcontractors to review scope, answer questions,
problem solve, negotiate, and ensure proper subcontractor coverage
for each project.
Maintain a system to track actual cost to perform vs. awarded task
order value.
Attend project site visits and pre-proposal meetings.
Work with chief estimator and director of operations to assist in
training new estimators.
Analytically review project documents to develop well-written RFIs and
identify potential scope gaps and design omissions.
Prepare for bid days by attending review meetings, preparing leveling
sheets, reviewing proposals, and coordinating with subcontractors.
Review scopes with all subcontractors prior to bid day.
Prepare and lead bid-day proposal submissions.
Manage and organize electronic estimating files and folders for future
use and historical information.
In conjunction with Project Managers prepare pre-construction
submittals (e.g., lists of contracting/subcontracting personnel, catalog
cuts, sample products materials)
Provide research assistance for suppliers, equipment manufacturers,
specialty subcontractors, project and contractual requirements and
information within or related to the contract documents.
Support project management in the process for pricing, rentals,
purchase orders, and other related tasks to assist with the Project
Manager workload.
Attend industry networking events, subcontractor networking events,
and individual subcontractor meetings to develop and maintain
relationships.
Qualifications
Bachelors degree or equivalent in engineering, architecture,
construction management, or a related field of study.
Minimum 7 years of estimating experience for a general contractor or
subcontractor in the Metro Washington DC area. Experience with only
residential or simple commercial construction is insufficient.
Strong capabilities to read and interpret technical specifications,
construction drawings, contract documents, and other project-related
information. Knowledge and experience meeting Federal
requirements.
Must possess strong communication skills.
Must have strong organizational, technical, and math skills.
Must understand the processes and sequencing of construction and be
able to provide constructability input into the estimating and bidding
process.
Initiative and self-direction for starting, researching, and completing
tasks independently, and developing systems of order and efficiency.
Expert knowledge in the CSI Masterformat and UNIFORMAT
organizational structure.
Strong computer skills, including Procore, Excel, Word, On-Screen
Takeoff, RS Means, BlueBeam, Building Connected and other
construction software.
Ability to manage and work well with others.
Ability to maintain a high degree of precision in detailed work.
High sense of urgency to complete assigned tasks.
Ability to manage multiple bid proposals and priorities.
The incumbent must be a US Citizen and have the ability to pass a
satisfactory background investigation, hold a valid driver’s license, and
have/maintain a satisfactory driving record.
