Estimating Manager – Heavy Highway / Civil

Location: Baltimore, MD

We are seeking a Senior Estimator / Estimating Manager to join a growing heavy highway and heavy civil construction firm. This role is ideal for a project manager, project engineer, or experienced estimator looking to lead a cohesive estimating team and contribute to winning high-value projects.


What You’ll Do
  • Review and interpret project specifications and drawings.

  • Produce accurate take-offs and pricing for heavy highway and civil construction projects ranging from $10M to $100M.

  • Prepare and manage minority participation matrices and analyze self-perform versus subcontracted work.

  • Solicit quotations from subcontractors and vendors.

  • Assist in creating construction schedules and equipment utilization plans.

  • Maintain labor, equipment, and vendor databases for estimating purposes.

  • Lead small estimating teams and mentor junior estimators.

  • Participate in joint venture estimates and coordinate quantity and cost comparisons.

  • Identify project risks and opportunities to improve competitiveness.

  • Communicate effectively with internal staff, subcontractors, vendors, and clients while maintaining ethical standards.


What We’re Looking For

Required:

  • 4-year Engineering Degree or equivalent.

  • Estimating experience in heavy highway or heavy civil projects.

  • Technical training or related construction experience.

  • Strong math, analytical, and computer skills.

Preferred:

  • 10+ years of experience in heavy highway or heavy civil construction.

  • Experience with Design-Build or P3 projects.

  • Proficiency with HCSS HeavyBid, Microsoft Office, Bluebeam, SmartBid, Teams, SharePoint, CADD, Viewpoint Vista, and P6.

  • Experience estimating all types of projects/contracts.

  • Experience supervising or mentoring other estimators.
