We are looking for an accomplished finance executive to lead the launch and long-term success of a new Housing Finance Agency in Louisville, Kentucky. This role offers the chance to shape strategy, establish core financial and operating structures, and expand access to affordable housing across the region. The ideal candidate brings strong leadership, deep financing expertise, and the ability to turn complex housing initiatives into sustainable programs with measurable community impact.
Responsibilities:
• Set the strategic direction for the agency and translate long-range goals into practical financial and operational plans.
• Create the foundational structures needed for a successful organization, including governance practices, financial controls, operating procedures, and performance measures.
• Develop housing finance programs and investment approaches that support affordable housing development and preservation in the Louisville, Kentucky market.
• Secure capital by cultivating relationships with lenders, investors, public-sector entities, developers, and community stakeholders.
• Lead the execution of multifaceted real estate financing transactions involving layered funding sources such as bond proceeds, tax credit equity, subsidies, and private capital.
• Establish underwriting guidelines, lending policies, portfolio oversight practices, and risk management standards to support sound decision-making.
• Advise executive leadership and governing bodies through clear financial analysis, market insight, and strategic recommendations.
• Recruit, mentor, and lead a high-performing team focused on housing finance, compliance, and program delivery.
• Build revenue models and funding strategies that strengthen the agency’s long-term sustainability and broaden its community impact.• 10+ years of progressive experience in housing finance, public finance, real estate finance, banking, investment management, or community development finance.
• 5+ years of senior leadership experience with accountability for strategy, financial oversight, and organizational growth.
• Demonstrated success structuring complex transactions that combine multiple public and private funding sources.
• Experience designing or scaling financial programs, lending operations, governance models, or core organizational infrastructure.
• Strong knowledge of affordable housing finance tools, including Low-Income Housing Tax Credits and tax-exempt bond financing.
• Background in real estate underwriting, capital stack analysis, budgeting, financial reporting, and cash flow forecasting.
• Ability to communicate financial strategy effectively to boards, investors, public officials, and other senior stakeholders.
