General Description:


The Corporate Compliance Officer position establishes and implements an effective compliance program to prevent illegal, unethical, or improper conduct. The compliance officer acts as staff to the CEO and Governing Board by monitoring and reporting the results of the company's compliance and ethics efforts and providing guidance to the Board and senior management team on matters relating to reporting and compliance. The corporate compliance officer, together with the Corporate Compliance Committee, is authorized to implement all necessary actions to ensure achievement of the objectives of an effective compliance program.


Essential Functions

1. Develops, initiates, maintains and revises policies and procedures for the general

operation of the compliance program and its related activities to prevent illegal,

unethical or improper conduct

2. Manages day-to-day operation of the compliance program.

3. Develops and periodically reviews and updates Standards of Conduct to ensure

continuing currency and relevance in providing guidance to management and

employees.

4. Collaborates with other departments (for example, human resources, chief security

officer and health information management director) to direct compliance issues to

appropriate existing channels for investigation and resolution.

5. Consults with general counsel as needed to resolve difficult legal compliance issues.

6. Responds to alleged violations of rules, regulations, policies, procedures and standards

of conduct by evaluating or recommending the initiation of investigative procedures.

7. Develops and oversees a system for uniform handling of such violations.

8. Acts as an independent review and evaluation body to ensure that compliance issues

and concerns within the organization are being appropriately evaluated, investigated

and resolved.

9. Monitors, and as necessary, coordinates compliance activities of other departments to

remain abreast of the status of all compliance activities and to identify trends.

10. Identifies potential areas of compliance vulnerability and risk, develops and

implements corrective action plans for resolution of problematic issues, and provides

general guidance on how to avoid or deal with similar situations in the future.

11. Provides reports on a regular basis and, as directed or requested, keeps the Corporate

Compliance Committee and senior management informed of the operation and

progress of compliance efforts.

12. Ensures proper reporting of violations or potential violations to duly authorized

enforcement agencies as appropriate or required.

13. Establishes and provides direction and management of the compliance hotline.

14. Institutes and maintains an effective compliance communication program for the

organization, including promoting a) use of the compliance hotline, b) heightened

awareness of standards of conduct, and c) understanding of new and existing

compliance issues and related policies and procedures.

15. Works with the human resource department and others as appropriate to develop an

effective compliance training program, including appropriate introductory training

for new employees and ongoing training for all employees and managers.

16. Monitors the performance of the compliance program and related activities on a

continuing basis, taking appropriate steps to improve its effectiveness.


Secondary Functions:

To attend and participate in required meetings and training sessions and provide other job-related support and services as required or assigned by President/CEO


Supervisory Responsibilities: This position is full-time and has minimal supervisory responsibilities


Minimum Qualifications:

Bachelor's Degree in a Human Services-related field, and two years of experience that is directly related to the duties and responsibilities specified. Or, an Associate’s Degree and three years of experience or a combination of education and experience which, in the judgment of the employer, equals the above standards. Familiarity with Medicaid Waiver, VESID, and OPWDD funding and regulations a plus.


Knowledge, Skills and Abilities:

1. Knowledge of accreditation and certification requirements and standards and applicable federal and state regulations

2. Ability and willingness to support Agency mission, ethics and values.

3. Ability to work both independently and as an effective team member, organize and structure own work and exercise initiative.

4. Ability to investigate and analyze information and to draw conclusions.

5. Ability to apply the knowledge and skills in a timely, accurate, and efficient manner to meet deadlines

6. Good interpersonal and communication skills, including listening, ability and willingness to work effectively with others; use of good judgment, courtesy and tact; as well as the ability to understand and respond to requests from internal and external clients, social service professionals and /or the general public

7. Ability to maintain effective and harmonious working relationships with other employees and the public

8. Knowledge of and the ability to apply basic communication applications (e-mail), and other general office computer applications (internet, word processing and spreadsheets, fax, copier, calculator, etc.)

9. Knowledge of data collection techniques.

10. Ability to problem solve

11. Knowledge of OPWDD Home and Community Based Waiver Services, including eligibility requirements, preparation of service plans and documentation required to support services, Sections 624 and 633 and other applicable regulations.

12. Ability to communicate in writing sufficient to prepare required service plans, document services rendered, and correspond with others, including funding agencies.

13. Knowledge of other community services agencies in the area and familiarity with the services that they provide.
