Key Responsibilities

  1. Lead cost estimation, conceptual design budgeting, and construction drawing budgeting (primarily civil works) for U.S.-based construction projects; responsible for preparation and/or review.
  2. Prepare bill of quantities (BOQ), perform tender pricing analysis, and support bidding processes.
  3. Participate in commercial negotiations; review subcontractor and supplier quotations; monitor and approve project payments based on contract terms and progress.
  4. Review and approve design changes and variation orders; provide regular reports on design changes and on-site variations.
  5. Supervise project cost settlement submissions from contractors; review settlement documentation in accordance with relevant regulations; independently complete or coordinate with third-party consultants for settlement review and issue final settlement reports.
  6. Manage and review project change orders and claims.
  7. Collect and consolidate local U.S. market data, including materials, labor, and equipment pricing.

Collaboration & Communication

Internal:

  • Collaborate across departments and cultures
  • Work closely with U.S. project teams and China headquarters
  • Ensure accurate and timely information alignment

External:

  • Coordinate with U.S.-based partners, government agencies, consulting firms, and construction teams

Qualifications

Education

  • Bachelor’s degree or above in Construction Management, Engineering, or related fields

Experience

  • Minimum 10+ years of construction cost management experience
  • Experience in industrial projects preferred
  • U.S. project experience or experience in international markets (e.g., Middle East) preferred
  • Background in commercial contracts or cost analysis preferred
  • Fluent in English and Chinese (written & spoken)

Certifications (Preferred)

  • Certified Cost Engineer
  • Registered Construction Engineer or equivalent
