Resource Caregiver Recruitment Coordinator

Primary Purpose:

Lead statewide recruitment, outreach, and licensing support efforts to build and maintain a network of qualified Emergency Resource Caregivers (E-RCGs) across Hawaiʻi. This role serves as a key liaison between caregivers, DHS, community partners, and PIDF to ensure children in crisis have access to safe, immediate care.

Essential Duties:

Outreach, Marketing & Community Engagement

%CF; Develop and implement an annual outreach, marketing & recruiting plan in partnership with PIDF leadership and DHS;

%CF; Lead multi-channel recruitment campaigns including social media, community events, storytelling, public service announcements, and digital outreach;

%CF; Engage community organizations, faith communities, schools, health systems, and cultural practitioners as referral and outreach partners;

%CF; Represent PIDF at recruitment events across Oʻahu, Maui, Hawaiʻi Island, Kauaʻi, and the neighbor islands;

%CF; Center messaging around community responsibility, mālama, kuleana, and the urgent need to keep children safe and connected to their communities.

Applicant Screening & Licensing Support

%CF; Conduct informational orientations for prospective E-RCG applicants;

%CF; Screen candidates against DHS-defined eligibility criteria, prioritizing individuals with genuine capacity and commitment;

%CF; Guide applicants through the DHS licensing process, coordinating closely with DHS licensing staff;

%CF; Maintain a detailed applicant tracking system to monitor each stage of the recruitment funnel—from inquiry to licensed activation;

%CF; Support applicants who face barriers to completion, including documentation, scheduling, or language needs.

Caregiver Roster Management & Retention

%CF; Build and maintain PIDF’s E-RCG roster, ensuring readiness across all geographic areas;

%CF; Coordinate with DHS on placement-support activities when E-RCGs are activated;

%CF; Conduct regular check-ins with licensed E-RCGs to support engagement and retention;

%CF; Organize peer support and recognition activities to sustain caregiver motivation;

%CF; Document debrief sessions following activations and identify retention risk factors.

Data, Reporting & Continuous Improvement

%CF; Track all recruitment metrics (leads, applications, completions, licensures, activations) using DHS’s informational system;

%CF; Prepare regular reports for DHS and PIDF leadership, including 30-day, 90-day, and 180-day program reviews;

%CF; Participate in collaborative design sessions with DHS and adjust recruitment strategies based on data and community feedback;

%CF; Contribute to PIDF’s Continuous Quality Improvement (CQI) plan.


Other Duties:

Other duties as assigned include but are not limited to attending staff professional development training, completing all forms and documentations such as reports related to grant objectives, conference/in-service evaluations, and helping with special PIDF events.


Work Hours:

%CF; Monday through Friday, between the hours of 8:00am-4:30pm;

%CF; May require hours outside business-hours to meet needs of families;

%CF; Position requires regular and predictable attendance;

%CF; Occasionally, some events in the evenings or on weekends at various times.


Working Conditions:

%CF; Travel in personal vehicle;

%CF; Travel to the neighbor islands required.


Equipment Use:

Personal vehicle, computer and laptop, office equipment, office and mobile phones, and Microsoft Office applications (Word and Excel)

Minimum Qualification Requirements:

Required:

%CF; Bachelor’s degree in social work, human services, public health, education, communications, or a related field—OR equivalent lived and professional experience;

%CF; Minimum two (2) years of experience in community outreach, case management, social services recruitment, or a related field;

%CF; Deep understanding of and commitment to Hawaiʻi’s Native Hawaiian, Pacific Islander, and diverse communities;

%CF; Demonstrated ability to build trust with families, community organizations, and government partners;

%CF; Strong organizational skills and comfort managing multiple workstreams and deadlines;

%CF; Proficiency with digital tools including database systems, social media platforms, and Microsoft Office/Google Suite;

%CF; Must have an understanding of the diverse backgrounds including Hawaiian culture and values;

%CF; Must have access to a vehicle, have a valid driver's license, a safe and responsible driving record, and current no-fault auto insurance, with at least $100K in bodily injury liability per person and $25K in property damage liability.

Preferred:

%CF; Experience with foster care, child welfare, or family support systems in Hawaiʻi;

%CF; Existing relationships within neighbor island communities;

%CF; Bilingual or multilingual skills (Ilokano, Tagalog, Chuukese, Marshallese, Samoan, Spanish, or other Pacific Island languages);

%CF; Experience in grant-funded program environments;

%CF; Prior work with DHS, CWS, or related state agencies.
