Human Resources Manager
Job Description
• Serve as the primary Human Resources contact and strategic partner to the Chief Operating Officer, managers, supervisors, and employees on all human resources matters.
• Serve as the primary liaison with the organization's Professional Employer Organization (PEO), Insperity, ensuring effective coordination of HR services, benefits administration, payroll support, compliance, and employee programs.
• Administer and maintain the Insperity platforms, including:
Performance Management
Learning Management System (LMS)
Leave of Absence Management
Timekeeping and related HR functions
Onboarding
• Maintain complete, accurate, and confidential electronic personnel records on the organization's secure network in accordance with company policy and federal, state, and local retention requirements.
• Partner closely with the Accounting Department to ensure timely and accurate payroll processing by reviewing employee time records, payroll changes, compensation adjustments, benefit deductions, leave balances, and other payroll-related information with exceptional attention to detail.
• Oversee the full recruitment process, including posting positions, screening applicants, coordinating interviews, extending offers, and facilitating pre-employment processes using the Insperity Applicant Tracking System.
• Collaborate with hiring managers to identify staffing needs, develop job descriptions, and determine the knowledge, skills, and competencies required for open positions.
• Conduct comprehensive new hire orientation and onboarding to ensure employees understand company policies, culture, benefits, and performance expectations.
• Administer and oversee the employee performance management process, including annual evaluations, performance improvement plans, coaching, and manager training.
• Coordinate the organization's learning and development program by assigning required training, monitoring completion, maintaining training records, and ensuring compliance with all mandatory federal, state, and organizational training requirements, including workplace safety and harassment prevention.
• Advise and support managers in addressing employee performance, attendance, conduct, corrective action, and documentation while promoting consistent application of company policies.
• Conduct prompt, thorough, and confidential workplace investigations involving employee complaints, policy violations, harassment, discrimination, retaliation, and other employee relations matters. Prepare investigative findings and recommend appropriate corrective actions.
• Manage employee disciplinary actions and separations in collaboration with managers, executive leadership, Insperity, and legal counsel when appropriate.
• Respond to employee and manager inquiries regarding HR policies, benefits, leave administration, payroll processes, and employment practices while maintaining confidentiality.
• Maintain and update Human Resources policies, procedures, forms, and employee handbook recommendations to ensure compliance with changing employment laws and organizational best practices.
• Monitor compliance with all applicable federal, California, and local employment laws and regulations and recommend policy or procedural changes as needed.
• Coordinate workers' compensation claims, unemployment claims, and reasonable accommodation processes in collaboration with Insperity and organizational leadership.
• Develop HR reports, metrics, and workforce data to support organizational planning and informed decision-making.
• Maintain current knowledge of employment law, HR best practices, nonprofit employment trends, and technology solutions that improve organizational effectiveness.
• Bachelor’s degree in human resources, business administration, or related field required.
• At least five years of progressive human resource management experience preferred.
• SHRM-CP or PHR certification a plus.

• Proficient with Microsoft Office Suite or related software.
