The Role

Equal Access is partnering with a growing New York-based property management company that manages a portfolio of affordable housing communities throughout New York City. They are expanding, and this role sits at the center of that operational foundation.

The Recertification Specialist works from the on-site management office at an affordable housing property in the Bronx, handling the full lifecycle of resident recertifications across multiple subsidy programs. This is a compliance-heavy, resident-facing position that requires both technical knowledge of affordable housing regulations and the interpersonal steadiness to work directly with residents through paperwork-intensive processes.

This is not a generalist property management role. The work is specific, detail-dependent, and deadline-driven, with real regulatory consequences if it is done poorly.

What This Role Is, and Is Not

This role is:

  • The primary point of contact for all recertification and compliance administration at the property
  • A mix of document review, income calculation, resident communication, and agency correspondence
  • Accountable for maintaining file integrity and supporting audit readiness
  • A role where accuracy and follow-through matter more than speed alone

This role is NOT:

  • A leasing or sales role
  • Remote or hybrid in any capacity
  • Right for someone who finds regulatory detail tedious or stressful
  • An entry-level introduction to affordable housing compliance
Required Experience & Traits
  • At least 2 years of affordable housing experience, with working knowledge of Section 8 (Project Based), LIHTC, 236, and Mitchell-Lama programs
  • Demonstrated ability to calculate household income, assets, and expenses accurately across recertification types
  • Experience identifying and correcting income discrepancies in line with agency guidelines
  • COS or LIHTC certification is preferred, not required, but you should know what those are and be working toward them if you don't have them
  • Yardi Voyager experience preferred; proficiency in Microsoft Word, Excel, and Outlook is required
  • Organized and deadline-conscious, you manage multiple open files at once without things falling through the cracks
  • Clear communicator, in writing and in person, with residents, colleagues, legal staff, and agency contacts
  • Notary Public designation is a plus
Key ResponsibilitiesRecertification Processing
  • Conduct initial, annual, and interim recertifications, including retroactive rent calculations, in compliance with applicable program regulations
  • Calculate and verify household income, assets, and expenses for all recertification types
  • Identify income discrepancies and coordinate corrective action in accordance with agency requirements
Resident Outreach & Interviews
  • Notify residents of upcoming recertification deadlines and documentation requirements
  • Schedule and conduct recertification interviews across all certification types
  • Prepare and distribute third-party verification forms to support eligibility determinations
File & Records Management
  • Maintain organized, current resident files and supporting documentation
  • Track recertification activity and produce reports as needed
  • Ensure file readiness for agency audits and reviews at all times
Agency & Legal Coordination
  • Prepare documentation and written responses for agency audits and compliance reviews
  • Collaborate with the legal department on cases involving resident non-compliance
  • Respond to agency inquiries and concerns in a timely and accurate manner
