Exempt (Not Eligible for Overtime) — This position is classified as Exempt under the Fair Labor Standards Act, meaning the incumbent is paid on a salary basis and is not eligible to receive overtime compensation for hours worked beyond 40 in a workweek.
Schedule:
Full-time; 40 hours per week; schedule as assigned

Position Summary
The Recruiter is responsible for researching, developing, and implementing effective recruiting and staffing strategies designed to attract a diverse pool of qualified talent in support of the organization's workforce needs. Operating within the Human Resources department, this position partners closely with hiring managers and department leaders to manage all phases of the recruitment lifecycle, from job posting through offer acceptance. The Recruiter ensures that all hiring activities remain in full compliance with applicable federal, state, and local employment laws, as well as Chaney Enterprises' internal policies and standards. This role contributes directly to the organization's ability to grow and sustain a capable, high-performing workforce across all operational areas.
Essential Duties & Responsibilities
The following duties are considered essential functions of this position. Other duties may be assigned.
- Develops, facilitates, and implements all phases of the full-cycle recruitment process, ensuring a consistent and professional candidate experience from initial outreach through offer acceptance.
- Collaborates with department managers and hiring stakeholders to identify workforce needs, draft accurate and detailed job descriptions, and establish appropriate hiring criteria for open positions.
- Identifies, evaluates, and implements efficient recruiting methods and sourcing strategies tailored to the requirements of each role, industry standards, and the evolving needs of the organization.
- Manages job posting and advertisement processes across applicable platforms, ensuring all postings are accurate, inclusive, and aligned with Chaney Enterprises' employer brand.
- Screens employment applications and resumes to identify and advance qualified candidates, maintaining organized records of candidate status throughout the selection process.
- Schedules and coordinates interviews, oversees the preparation of structured interview questions and related hiring materials, and participates directly in interviewing alongside managers, directors, and other stakeholders.
- Collaborates with hiring managers and Human Resources staff during the offer process, providing recommendations regarding compensation ranges, start dates, incentives, and other offer details in accordance with established guidelines.
- Coordinates new hire orientation sessions, completes I-9 employment eligibility verification, and ensures all required pre-employment documentation is accurately collected and retained.
- Oversees the completion of all required pre-hire processes to ensure a smooth and compliant onboarding experience.
- Ensures ongoing compliance with all applicable federal, state, and local employment laws, regulations, and company policies throughout the recruitment and hiring process.
- Represents Chaney Enterprises at college career fairs, community recruiting events, and industry job fairs to promote employment opportunities and cultivate a pipeline of qualified candidates.
- Maintains accurate and up-to-date recruitment data and metrics within the Human Resources Information System (HRIS), generating reports as requested to support workforce planning and decision-making.
- Builds and maintains positive relationships with external recruitment resources, academic institutions, and community organizations to support ongoing talent acquisition efforts.
Required Qualifications
- Minimum of five years of experience in a Human Resources or recruiting capacity.
- Demonstrated written and verbal communication skills, including the ability to correspond professionally with candidates, managers, and external partners.
- Proficiency with Microsoft Office Suite, with particular emphasis on Word and Excel.
- Working knowledge of Human Resource Information Systems (HRIS).
- Knowledge of applicable federal, state, and local employment laws and practices.
- Excellent interpersonal skills with the ability to build rapport across all levels of the organization.
- Ability to maintain a high level of confidentiality with respect to sensitive employee and candidate information.
- Strong organizational skills with the ability to manage multiple open requisitions and competing priorities simultaneously.
- Ability to identify problems and implement timely, effective solutions.
- Ability to travel up to 25% as required for recruiting events and other business needs.
Preferred Qualifications
- Background in concrete, construction, mining operations, or transportation industries.
- Bilingual proficiency in English and Spanish.
Education
High school diploma or equivalent required; a bachelor's degree in Human Resources, Business Administration, or a related field is preferred, or an equivalent combination of education and experience.
