Goodwill Industries of the Chesapeake (GIC) is hiring a Project Manager to oversee an AbilityOne custodial contract at Fort Meade. This role provides hands‑on leadership across multi‑site custodial operations while supporting meaningful employment for individuals with severe disabilities.
This position is ideal for an experienced custodial or facilities leader with government contract experience, strong people‑management skills, and a commitment to quality and compliance.

What You’ll Do
- Manage the day-to-day operations of an AbilityOne custodial contract in accordance with contract requirements and performance standards
- Ensure all contractual obligations, quality metrics, and reporting requirements are met
- Develop, implement, and maintain Standard Operating Procedures (SOPs) that support operational excellence
- Create staffing plans and work schedules to ensure contract coverage across all shifts
- Conduct measurements and pricing for contract modifications and service expansions
- Directly supervise custodial supervisors, crew leaders, and mobile work teams across multiple locations
- Coach, mentor, and develop supervisors to improve leadership effectiveness and team performance
- Foster a positive, inclusive, and productive work environment
- Address workplace concerns proactively and collaborate with supervisors and support staff to resolve issues
- Conduct monthly staff and safety meetings and ensure proper documentation
- Oversee site inspections, quality assurance processes, and corrective action efforts
- Ensure quality deficiencies are identified, addressed, and resolved in a timely manner
- Maintain compliance with AbilityOne requirements, including workforce participation goals
- Ensure adherence to OSHA regulations, contract requirements, and organizational policies
- Develop and manage transportation schedules to ensure employees arrive on time for assigned shifts
- Oversee maintenance and repairs of company vehicles and custodial equipment
- Manage supply inventories and operational resources to support uninterrupted service
- Manage contract documentation, recordkeeping, and required reporting
- Monitor labor, supplies, and operational expenses
- Assist with annual budget development and maintain operations within approved budgets
- Review incidents and accidents, analyze trends, and make recommendations for improvement
- Safeguard company assets and equipment located at the site
What We're Looking ForRequired Qualifications
- High school diploma or equivalent
- Five years of supervisory experience in custodial operations, facilities services, contract management, or a similar environment
- Two years of management experience overseeing supervisors or team leaders
- Experience working with individuals with severe disabilities
- Valid driver's license and ability to meet Maryland insurance requirements
- Experience managing federal, military, or government service contracts
- College coursework or post-secondary education
- Experience with AbilityOne contracts or similar workforce development programs
- Must obtain ISSA Supervisory Boot Camp and Advanced Custodial Technician Certification within 12 months of appointment
Knowledge, Skills & Abilities
- Strong leadership, communication, and relationship-building skills
- Knowledge of custodial operations, equipment, and quality control processes
- Experience interpreting contract requirements and performance standards
- Ability to develop SOPs, operational procedures, and training processes
- Strong analytical and reporting skills with the ability to monitor labor, quality, and financial performance
- Proficiency in Microsoft Office (Word, Excel, Outlook, PowerPoint)
- Commitment to supporting individuals with disabilities and fostering an inclusive workplace

- Lift up to 50 pounds, with frequent lifting and carrying up to 25 pounds
- Regular standing, walking, reaching, bending, kneeling, climbing, pushing, and pulling
Travel Requirements
- Up to 25% travel
- Access to a personal vehicle required
- Occasional overnight travel may be required
